HAGGERTY~ JAS. E. BOWEN) ~R. A~D PAUL D. SUMMERS) JR. AS <br />A LEGISLATIVE COMMITTEE TO DETERMINE WHAT LEGISLATION SHOULD BE SOUGHT BY <br />THE CITY FROM THE FORTHCOMING SESSION OF THE GENERAL ASSEMBLY. <br /> <br />THE PRIMARY Aim Of THE COMMITTEE WAS TO BRING VARIOUS SPECIAL ACTS AND <br />CHARTER SECTIONS INTO CONFORMITY WITH CHARTER SECTION 5.1. WE ALSO INVEST- <br /> IGATED THE MODEL CHARTER AS PASSED BY THE 1958 SESSION Of THE GENERAL <br />ASSEMBLY. THIS MODEL CHARTER WAS ADOPTED BY THE GENERAL ASSEMBLY TO GIVE <br />ALL VIRGINIA CITIES THE SAM~ RIGHTS AND POWERS. THE LAW EXPRESSLY PERMITS <br />A CITY TO PRESERVE ITS OWN CHARTER AND STILL TAKE ADVANTAGE OF THE MODEL <br />CHARTER SECTIONS BY ADDING SUCH SECTIONS TO ITS PRESENT CHARTER. <br /> <br /> AS iT IS PRESENTLY ENACTED) THE FLUORINE BILL ~OR CHARLOTTESVILLE DOES <br />NOT PERMIT A REFERENDUM ON THE SUBJECT UNTIL AFTER ~ COURT PROCEEDING AND <br />ONLY THEN IF THE COURT DETERMINES THAT THE ADDITION OF SUCH CHEMICALS WOULD <br />BE HARMFUL TO THE CITY'S HEALTH. <br /> <br />THE CHARTER SECTION 14A REQUIRING A REFERENDUM ON HOUSING PERMITS SUCH <br />A REFERENDUM ON PETITION OF ONLY 100 QUALIFIED VOTERS. <br /> <br /> <br />
