E. V. THACKER, JR. FROM THE SCHOOL BOARD WAS <br /> <br /> ACCEPTED WITH REGRETS. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THE <br />REZONING OF THE PROPERTY FOR THE NEW HEALTH CENTER ON ROSE HILL DRIVE. <br /> <br />AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORAT- <br />ED IN SECTION 4 OF ARTICLE I!1 OF APPENDIX !1 OF THE CODE OF THE CITY ~ CHARLOTTESVILLE., <br /> <br />1959., BY THE REZONING OF A PORTION OF A PARCEL OF LAND FRONTING 210 FEET ON THE EAST <br /> <br />SIDE OF ROSE HILL DRIVE~ WAS OFFERED BY MR. MOUNT., SECONDED BY MR. PONTON., AND CARRIED <br /> <br />OVER TO A PUBLIC HEARING TO BE HELD ON MARCH 19, 1962 AT 7:30 P. M. <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED: <br /> <br />THE CITY COUNCIL <br />CHARLOTTESVILLE~ VIRGINIA <br /> <br />GENTLEMEN: <br /> <br />FEBRUARY 16., t 96:::' <br /> <br /> WE HAVE EXAMINED THE CITY TREASURER'S LIST OF 1960 DELINQUENT <br />AND ERRONEOUS TAXESs DATED JUNE 30, 1961, IN THE AMO~NTS OF <br />$68,788.38 AND $6.,379.49 RESPECTIVELY. <br /> <br /> WE RECOMMEND THAT THE LIST BE ACCEPTED, THAT THE ERRONEOUS <br />TAXES BE CHARGED OFF~ AND THAT THE CITY TREASURER BE INSTRUCTED <br />TO CONTINUE TO COLLECT THE DELINQUENT TAXES. <br /> <br />RESPECTFULLY SUBMITTEDt <br /> <br />B. LEE, THE FOREGOING REPORT WAS UNANIMOUS- <br /> <br />LY APPROVED. <br /> <br />THE FOLLOWING REPORT WAS PRESENTEDt <br /> <br />FEBRUARY. 19.~ 1 962 <br /> <br />To: MEMBERS OF THE CITY COUNCIL <br />CfTY OF CHARLOTTESVILLE, VIRGINIA <br /> <br />GENTLEMEN[ <br /> <br /> AF~ER:A STUDY OF THE STATE AND CITY CODE SECTIONS APPLICABLE TO THE SALE <br />OF FIREARMS AND RELATED SUBJECTS YOUR COMMITTEE RECOMMENDS AS FOLLOWS: <br /> <br /> (1) DELETE FROM CITY LICENSE TAX ORDINANCEs SECTION 29, THE REQUIREMENTS <br />FOR A PERMIT FROM THE MAYOR AN~ REPORTING PROCEDURE, AMEND THE SECTION SO THAT <br />IT REQUIRED A SPECIFIC LIC['NSE TAX FOR ANYONE SELLING FIREARNS, DIRKS OR BOWIE <br />KNIVES, 'AT THE PRESENT TAX OF ~5.00, <br /> <br /> (2) PROVIDE IN CITY SECTION 19-84 THAT A JAIL SENTENCE AS WELL AS A FINE <br />MAY BE IMPOSED BY THE COURT' FOR SHOOTING WITHIN THE CITY. <br /> <br /> (3) ADD A NEW SECTION TO CITY CHAPTER 23 PROVIDING THAT ALL PERSONS, <br />:FIRMS OR CORPORATIONS SELLING FIREARMS SHALL MAKE A MONTHLY REPORT TO THE <br />CHIEF OF POLICE SETTING FORTH THE NAMEs ADDRESS, AND AGE OF THE PURCHASER., <br />THE DATE OF PURCHASE AND THE DESCRtP'TION~ WITH SERI_AL NUMBER, OF THE FIREARM <br />PURCHASED. <br /> <br /> (4) ADO A SECTION TO CHAPTER ~3 REQUIRING AN ANNUAL PERMIT TO BE ISSUED <br />BY THE CHIEF OF POLICE .WITH THE APPROVAL OF THE MAYOR BEFORE ANY PERSON, FIRM <br />OR CORPORATION CAN OBTAIN A LICENSE TO SELL FIREARMS, DIRKS OR BOWIE KNIVES <br />WITHIN THE CITY.. <br /> <br /> THE STATE LAW PROHIBITS THE SALE OF PISTOLSs SWITCHBLADE KNIVESs DIRKSs <br />BOWIE KNIVES OR TOY FIREARMS WHICH SHOOT CARTRIDGES, TO ANY MINOR UNDER THE <br />AGE DF ~. THE STATE LAW ALSO PROHIBITS THE~SALE OF S~iTCHBLADE KNIVES, BRASS <br />KNUCKS, ETC. TO ANYONE E[CEET LAW ENFORCEMENT OFFICERS. THE STATE LA~ ALSO <br />PROHIBITS THE ILLEGAL USE OF TEAR 'GAS, PHOSGENE AND OTHER GASES.
