REPORT RE: <br />FATALITIES ON <br />HIGHWAYS - <br /> <br />REQUEST RE: ALLIED ST. <br />REFERRED TO ST, COMM. <br /> <br />WELFARE REPORT <br />PRESENTED <br /> <br /> THE RAPID INCREASE IN THE RATE OF FATALITIES ON THE HIGHWAYS IN THE <br /> <br />COMMONWEALTH OF VIRGINIA IS AN ALARMING AND FRIGHTENING SITUATION. THE <br /> <br />NEWS RELEASES OFTEN CITE DETAILS OF ACCIDENTS INVOLVING DRIVERS WITH <br /> <br />NUMEROUS PREVIOUS CONVICTIONS - PEOPLE WHO APPARENTLY HAVE NO REGARD <br />FOR THE LAW NOR FOR THE LIVES AND SAFETY OF OTHERS. <br />THE CITIZENS OF VIRGINIA ARE ENTITLED TO BE ABLE TO TRAVEL OVER <br /> <br />HIGHWAYS WITHOUT FACING THE RISK OF DEATH AT THE HANDS OF INDIVIDUALS <br /> <br />WHOSE RECORDS CLEARLY MARK THEN AS CARELESS AND RECKLESS DRIVERS. <br /> <br /> THE COUNCIL OF THE CITY OF CHARLOTTESVILLE URGES YOU TO INITIATE <br /> <br />AND GIVE SUPPORT TO LEGISLATION REQUIRING THE REVOCATION OF DRIVERS~ <br /> <br />LICENSES WHERE REPEATED TRAFFIC OFFENSES ARE A MATTER OF RECORD. WE <br /> <br />BELIEVE THAT DRASTIC AND POSTIVE MEASURES ARE WARRANTED IN ORDER TO <br /> <br />REMOVE THE RECKLESS AND REPEATING OFFENDERS FROM OUR HIGHWAYS, THE <br /> <br />DRIVERStS PERMIT IS A PRIVILEGE AND NOT A RIGHT AND OUR STATE STATUTES <br /> <br />SHOULD BE CHANGED TO ENABLE THE COURTS TO TAKE MORE STRINGENT ACTION. <br /> <br /> ~T IS OUR BELIEF THAT STATE STATUTES SHOULD BE ENACTED PROVIDING <br /> <br />THAT FOR ANY SERIES OF RECKLESS DRIVING AND/OR SPEEDING CONVICTIONS WITH- <br /> <br />IN A PERIOD OF FIVE (5) YEARS THAT THE SUSPENSION OF THE DRIVERSt LICENSE <br /> <br />BE PROVIDED FOR TERMS RANG,NC FROM ONE (1) TO FIVE (5) YEARS. SINCE THE <br /> <br />DRIVERS~ LICENSE IS SUCH AN IMPORTANT FACET OF THE MODERN SOCIETY IT <br /> <br />WOULD PERHAPS BE BEST TO PROVIDE THAT ANY SUCH REVOCATION EXCEEDING ONE <br /> <br />(1) YEAR~S LIMITATION WOULD BE REFERRED TO THE COURT OF RECORD OF THE- <br /> <br />JURISDICTION INVOLVED~ WHICH COURT WOULD HAVE THE POWER TO MAKE SUCH <br /> <br />REVOCATION. IT IS THE FIRM BELIEF OF THIS COUNCIL THAT THE TWELVE (12) <br /> <br />HONTH PERIOD IS TOO SHORT A TIHE LIMIT AND ANY PERSON GUILTY OF HAZARDOUS <br /> <br />CONDUCT ON THE STATEtS HIGHWAYS OVER AN EXTENDED PERIOD OF TIME SHOULD BE <br /> <br />REMOVED FROM THE HIGHWAYS BEFORE HE CAUSES ACCIDENTS. <br /> <br /> RESPECTFULLY SUBMITTED~ <br /> <br /> L.
