RENNOLDS AND <br /> <br />MR. SCRIBNER. ABSENT: NONE. <br /> <br /> ON NOTION BY HR. SCRIBNER, SECONDED BY HR. HAGGERTY, THE FOLLOWING RESOLUTION <br />~AS UNANIHOUSLY ADOPTED= <br /> <br /> WHEREAS THE lg60 FEDERAL CENSUS GAVE THE CITY OF CHARLOTTESVILLE <br /> <br />29,427 PERSONS, AND <br /> <br /> WHEREAS THE CITY ANNEXED 3.928 SeUARE MILES FROM ALBEMARLE <br /> <br />COUNTY ON JANUARY 1s 1963 WHICH THE ANNEXATION COURT DETERMINED HAD AN <br />APPROXIMATE POPULATION OF 4~386, BASED ON THE 1960 CENSUS OF ALBEMARLE <br />COUNTY~ AND <br /> <br /> WHEREAS BY TH;SE OFFICIAL FIGURES THE CITY OF CHARLOTTESVILLE <br /> <br />ON JANUARY 1~ 1963 HAD A POPULATION OF 33,813 AND AN ESTIMATED POPULATION <br /> <br />ON NOVEM~;R 1, 1964 OF 36,500 PERSONS~ <br /> <br /> NHEREA$ TH[ COUNCIL OF THE CITY OF CHARLOTTESVILLE BELIEVES <br /> <br />THAT THE LEGISLATIVE NEEDS OF ITS CITIZENS CAN BEST BE MET IN THE GENERAL <br />ASSEMBLY BY A REPRESENTATIVE ELECTED SOLELY BY CHARLOTTESVILLE VOTERS. <br /> <br /> NOWTHEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE THAT THIS COUNCIL DOES HEREBY STATE ITS FIRM CONVICTION <br />TO THE PRIVILEGES AND ELECTION COMMITTEE OF THE HOUSE OF DELEGATES THAT <br /> <br />BY REASON OF ITS 33~813 POPULATION BASED ON THE 1960 CENSUS AND ANNEXATION <br />ORDERs THE EXISTING REPRESENTATION IN THE HOUSE~ FOR THE CiTYs IS <br />CONSTITUTIONAL AND GIVES ITS CITIZENS THE CLEAR AND UNEQUIVOCAL VOICE IN <br />THEIR LEGISLATIVE AFFA.IiRS THAT THE LAW REQUIRES AND THAT THEY SHOULD HAVE. <br /> <br /> THEREFORE THE COUNCIL RESPECTFULLY URGES THE PRIVILEGES AND <br /> <br />ELECTION COMMITTEE TO RECOMMEND TO THE GENERAL ASSEMBLY THAT CHARLOTTESVILLE <br />RETAIN ITS PRESENT HOUSE REPRESENTATION OF A DELEGATE ELECTED SOLELY BY <br />ITS CITIZENS. <br /> <br /> BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT COPIES OF THIS RESOLUTION BE SENT TO THE HONORADLC JOHN WARREN COOKE= <br />CHAIRMAN, THE OTHER HONORABLE MEMBERS OF THE HOUSE OF PRIVILEGES AND ELECTION <br />COMMITTEEs SENATOR EDWARD O. HCCUE, JR. AND DELEGATE C, ARMONDE PA×SON. <br /> <br /> <br />
