NEITHER DOES THE COMMITTEE FEEL <br />THAT ANY DIFFICULTIES OF CONTROL COULD BE IMPROVED BY SHIFTING THE FISCAL <br />RESPONSIBILITY TO THE COUNTY AND CITY. <br /> <br /> THE COMMITTEE RESPECTFULLY CALLS ATTENTION TO THE FACT THAT THE <br />CHILDRENtS SERVICE CENTER NAS A PART OF THE U. G. F. WHEN IT NAS <br />ENDORSED BY THE GOVERNING BODIES OF THE COUNTY AND CITY AND IF THIS <br />OR OTHER AGENCIES ARE TO BE ELIMINATED THE COUNTY AND CITY SHOULD <br />REEVALUATE THEIR ENDORSEMENT. <br /> <br />FINALLY, THE COMMITTEE WOULD NOT OBJECT TO THE ELIMINATION OF THIS <br />AGENCY FROM THE U. RENNOLDS, THE FOREGOING REPORT WAS <br /> <br />UNANIMOUSLY ADOPTED; <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED: <br /> <br />DECEMBER 2~ 1964 <br /> <br />REPORT RE: JUVENILE <br />DETENTION HOME <br /> <br />BOARD OF COUNTY SUPERVISORS <br />ALBEMARLE COUNTY~ VIRGINIA <br /> <br />CITY COUNCIL <br />CITY OF CHARLOTTESVtLLE.~ VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> Your JOINT COMHITTEE TO STUDY THE NEEDS OF A JUVENILE DETENTION <br />HOME FOR THIS AREA SUBMITS THE FOLLOWING REPORT= <br /> <br /> A THOROUGH STUDY HAS BEEN MADE BY YOUR COMMITTEE AND SEVERAL <br />MEETINGS WITH THE GROUP FROM THE VALLEY HAVE BEEN ATTENDED. <br /> <br /> WE HAVE CONCLUDED THAT A HOME SHOULD BE CONSTRUCTED IN OR NEAR <br />CHARLOTTESVILLE FOR THE USE OF ALBEMARLE, CHARLOTTESVlLLE~ AND ANY <br />OTHER LOCALITIES SURROUNDING THIS AREA WHICH DESIRE TO USE THE <br />FACILITY. WE BELIEVE THAT WITH THIS AREAWS PROdECTED GROWTH~ IT <br />WOULD BE A GREAT MISTAKE TO PARTICIPATE IN THE CONSTRUCTION OF A <br />HOME LOCATED ELSEWHERE, UNLESS THE COUNTY AND CITY FEEL THAT IT IS <br />IMPOSSIBLE TO FINANCE ONE OF THEIR OWN. TRAVEL TIME AND OTHER POSSIBLE <br />COSTS WOULD BE A MAJOR FACTOR FOR CONSIDERATION AND WOULD SOON OFFSET <br />ANY ADDITIONAL INITIAL CAPITAL OUTLAY SAVINGS. <br /> <br /> WE, THEREFORE, RECOMMEND THAT -THE COUNTY OF ALBEMARLE AND THE CITY <br />OF CHARLOTTESVILLE CONSTRUCT A JUVENILE DETENTION HOME IN THIS IMMEDIATE <br />VICINITY AND THAT THE HOME BE MADE AVAILABLE TO OTHER LOCALITIES ON A PER <br />DIEM BASIS IF THEY DESIRE TO USE THE FACILITY. <br /> <br /> WE SUGGEST THAT THE BUILDING SHOULD BE DESIGNED TO CARE FOR TWENTY <br />PERSONS. WE ESTIMATE THAT SUCH A BUILDING WOULD COST APPROXIMATELY <br />~150,000.00 AND THAT A SITE OF APPROXIMATELY THREE ACRES WOULD COST AP- <br />PROXIMATELY ~20,000.00. OF THE TOTAL ESTIMATED COST OF ~170~000.00, THE <br />STATE WOULD CONTRIBUTE' ~50,000.00 PLUS .EeUIPMENT. <br /> <br /> BASED ON THE 1960 CENSUS, INCLUDInG.ANNEXATION ADJUST~ENT~ THE <br />ESTIMATED COSTS TO THE COUNTY AND CITY ~OULD 'BE AS FOLLOWS: <br /> <br />ALBEMARLE (POP. 26,583) ~1.987 : ~52,820.00 <br /> <br />CHARLOTTESVILLE (POP. 33,813) {~1.987 : ~67~180.00 <br /> <br /> THE ESTIMATED COST OF SALARIES OF PERSONNEL FOR THE HOME WOULD <br />BE APPROXIMATELY ~50~000o00 PER YEAR. THE STATE WOULD PAY TWO-THIRDS OF <br />THIS AMOUNT (~33~34.00) AND THE LOCALITIES ONE'THIRD (~16~666.00). THE <br />LOCALITIES~. SHARE OF THE MONTHLY EXPENSES WOULD BE DETERMINED BY THE <br />NUMBER OF CHILDREN IN THE HOME EACH MONTH FROM EACH LOCALITY ON A PER <br />DIEM BASIS~ <br /> <br /> WE, THERErORE~ RESPECTFULLY RECOMMEND THAT THE COUNTY AND CITY <br />IMMEDIATELY FILE APPLICATION WITH THE DEPARTMENT OF WELFARE AND INSTITU- <br />TIONS FOR AN ALLOCATION AND APPROVAL OF A REGIONAL JUVENILE DETENTION <br />HONE TO BE IN THiS IMMEDIATE VICINITY. <br /> <br />~ESPECTFULLY SUBMITTED, <br /> <br />JAMES E.
