HATTER RE: STATE <br />HIGHWAY PROJECT <br />RTE, 742 <br /> <br />ORDINANCE CARRIED OVER <br />RE: SALES TAX <br /> <br />WELFARE REPORT <br /> <br />ON THE CHAIN~ THE BUILDING COULD HAVE BEEN DESTROYED. THE SECOND PROBLEM IS THAT <br />WE HAVE APPROXIMATELY 3/5 OF A MILE FROM THE INTERSECTION OF JEFFERSON PARK AVENUE <br />AND WEST MAIN STREET TO EMMET STREET WITH NO THROUGH CROSS.TRAFFIC. THE STREET <br />COMMITTEE IS WATCHING THE TRAFFIC FLOW ON WEST MAIN STREET~ JEFFERSON PARK AVENUE <br />AND EMMET STREET VERY CLOSELY TO DETERMINE WHETHER WE SHOULD RECOMMEND TO THE <br />COUNCIL THE REMOVAL OF ALL PARKING ON THESE STREETS. <br /> <br /> AS MOST OF YOU KNOW THE COUNCIL VISITED WITH PRESIDENT SHANNON ON AUGUST 19TH <br /> <br />AND OPPOSED THIS ACTION SINCE WE FEEL THAT THE CLOSING OF BOTH STREETS WILL VERY <br />ADVERSELY AFFECT THE TRAFFIC MOVEMENT IN THIS AREA. <br /> <br /> BECAUSE OF THE FIRE PROTECTION PROBLEM~ ! MOVE THIS STATEMENT BE HADE PART <br /> <br />OF THE COUNCIL MINUTES. <br /> <br /> ON MOTION BY HR. HAGGERTY~ SECONDED BY HR. RENNOLDS~ THE COUNCIL UNANIMOUSLY <br />CONCURRED IN THE FOREGOING STATEMENT° <br /> <br /> THE CITY HANAGER PRESENTED A LETTER FROM MR. W. AG WOODWARD~ JR.~ URBAN ROADS <br />PLANNING ENGINEER FOR THE STATE DEPARTMENT OF HIGHWAYS~ STATING THAT A PROJECT FOR <br />THE IMPROVEMENT OF STATE ROUTE 742 HAD BEEN APPROVED AND THAT IT WOULD BE NECESSARY <br />FOR THE CITY TO PAY THE COST OF TRE PORTION OF THE PROJECT WITHIN THE CITY LIMITS. <br /> <br /> THE CITY HANAGER RECOMMENDED THAT THE COUNCIL APPROVE THE PROJECT WITH THE <br /> PROVISO (1) THAT THE PORTION OF THE PROJECT WHICH IS WITHIN THE CITY~ EXCLUSIVE <br /> <br />OF THE BRIDGE AND FILL FOR THE ABUTMENT ON THE NORTH END OF THE BRIDGE~ BE CONSTRUCT- <br />ED BY THE CiTY (2) THAT THE STREET WITHIN THE CITY BE CONSTRUCTED WITH 36 FEET OF PAVE- <br />MENT~ WITHOUT SIDEWALKS~ AND BE COMPLETED PRIOR TO THE TIME THE STATE PROJECT IS <br />COMPLETED AND~ (3) THAT THE CITY PAY ITS PORTION OF THE COST OF THE NEW BRIDGE PLUS <br />FILL AT THE NORTH ABUTMENT. <br /> <br /> THE CITY MANAGER STATED THAT HE HAD BEEN ADVISED BY HR. WOODWARD THAT THE STATE <br /> WOULD NOT PARTICIPATE IN THE COST OF THE PORTION OF THE PROJECT WHICH LiES WITHIN <br /> THE CITY. <br /> <br /> ON MOTION BY HR. SCRIBNER, SECONDED BY MR. PONTON~ THE FOREGOI.NG RECOMMENDATION <br /> BY THE CITY HANAGER WAS UNANIMOUSLY APPROVED AND HE WAS AUTHORIZED TO PROCEED WITH <br /> THE CITYIS PORTION OF THE PROJECT AS SOON AS A CONTRACT IS AWARDED BY THE STATE FOR <br /> THE REMAINING PORTION OF THE PROJECT. <br /> <br /> AN ORDINANCE ENTITLED "AN ORDINANCE AHENDING AND REENACTING THE CHARLOTTESVILLE <br /> <br /> RETAIL SALES AND USE TAX ORDINANCE BY THE ADDITION THERETO OF TWO NEW PARAGRAPHS <br /> <br /> NUMBERED 16(~) AND 16(F)", WAS OFFERED aY HR. PONTON~ SECONDED BY HR.
