WAS REFERRED TO THE PLANNING <br /> COMMISSION FOR RECOMMENDATION. <br /> <br /> ON MOTION BY MRo SCRIBNER) SECONDED BY MRo RENNOLDS, THE FOLLOWING RESOLUTION <br /> WAS UNANIMOUSLY ADOPTED: <br /> <br /> WHEREAS, ~T HAS COME TO THE ATTENTION OF THIS COUNCIL THAT VIRGINIA PIPE <br /> LINE COMPANY OF LYNCHBURG, VIRGINIA, HAS ASKED THE STATE CORPORATION COMMISSION <br /> IN CASE NO. ~3863 FOR A CERTIFICATE OF ALLOTMENT, PURSUANT TO CHAPTER 10.1 OF <br /> TITLE 56, VA. CODE ANN., AS AMENDED, OF ALMOST ALL OF ALBEMARLE COUNTY EXCEPT FOR <br /> THE AREA WITHIN THE PRESENT CITY LIMITS AND A CERTAIN PORTION OF THE COUNTY IN THE <br /> NORTHWEST SECTION ALREADY CERTIFICATED TO VIRGINIA GAS DISTRIBUTION COMPANY, A SMALL <br /> TRIANGULAR PORTION AT THE NORTHEAST CORNER OF THE COUNTY, AND <br /> <br /> ~'JEREAS, THE CITY OF CHARLOTTESVILLE HAS OWNED AND OPERATED THE MUNICIPAL <br /> GAS SYSTEM SERVING BOTH RESIDENTS OF THE CITY AND Of ALBEMARLE COUNTY SINCE ABOUT <br /> 1875, AND <br /> <br /> WHEREAS, SINCE THE CITY HAS ALSO CONTINUED TO ANNEX AS THE COMMUNITY GREW <br /> AND PRIOR TO THE 1963 ANNEXATION HAD ABOUT 20~ OF ITS GAS CUSTOMERS LOCATED IN <br /> ALBEMARLE COUNTY AND CURRENTLY HAS MANY CUSTOMERS IN ALBEMARLE COUNTY INCLUDING <br /> THREE LARGE INDUSTRIES, NAMELY SPERRY PIEDMONT COMPANY, HARNISCHFEGER CORPORATION <br /> AND STROMBERG-CARLSON CORPORATION, AND IN'~DDITION THE UNIVERSITY OF VIRGINIA WHICH <br /> FOR TAX AND POLITICAL PURPOSES IS LOCATED OUTSIDE THE CITY LIMITS, AND <br /> <br /> WHEREAS, IT IS CERTAIN THAT THE CITY OF CHARLOTTESVILLE WILL CONTINUE TO <br /> GROW AND WILL ALSO THEREFORE CONTINUE TO ANNEX ADDITIONAL URBAN AREAS FROM THE <br /> COUNTY OF ALBEMARLE IN THE FUTURE, AND <br /> <br /> WHEREAS, THIS COUNCIL BELIEVES THAT THE CITY HAS THE BEST ABILITY TO RENDER <br /> ADEQUATE SERVICE TO ITS CITIZENS AND THE CITIZENS OF THIS COMMUNITY AND THAT THE <br /> LIGHT INDUSTRIAL DEVELOPMENT OF THIS COMMUNITY IS DEPENDENT UPON THE AVAILABILITY <br /> <br />OF ADEQUATE NATURAL GAS SERVICE AND TO THAT END THE CITY HAS ONLY RECENTLY COMPLETED <br />LOOPING APPROXIMATELY ONE-HALF OF ITS MAIN TRANSMISSION LINE FROM WHERE SUCH LINE <br />CROSSES THE RIVANNA RIVER WEST TO THE ATLANTIC SEABOARD 20 INCH TRANSMISSION LINE <br />AND IS PLANNING TO CONTINUE THIS 8 INCH HIGH PRESSURE GAS LOOP TO THE CITY BY WAY OF <br />U. S. ROUTE 29 NORTH AS SHOWN ON EXHIBIT #1, TO SERVE PROSPECTIVE INDUSTRIES IN THAT <br />RAPIDLY GROWING AREA~ TOGETHER WITH SERVICE TO THE CHARLOTTESVILLE-ALBEMARLE AIRPORT, <br />AND THAT THIS LINE IS SCHEDULED FOR CONSTRUCTION WITHIN THE NEXT TWO YEARS. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />THAT THIS COUNCIL RESPECTFULLY SUBMITS TO THE STATE CORPORATION COMMISSION THAT IT IS <br />NOT IN THE PUBLIC INTEREST FOR VIRGINIA PIPE LINE COMPANY, ITS SUCCESSORS OR ASSIGNS, <br />TO BE ALLOTTED ANY PORTION OF ALBEMARLE COUNTY LYING INSIDE THE BOUNDARY LINE SHOWN <br />IN RED ON AN ALBEMARLE COUNTY ROAD MAP MARKED EXHITIT NO. 1, HERETO ATTACHED. A <br />SMALL PORTION OF THE PROPERTY WITHIN THE BOUNDARY LINE HAS ALREADY BEEN CERTIFICATED <br />TO VIRGINIA GAS'DISTRIBUTION CORPORATION OR ATLANTIC SEABOARD CORPORATION ALONG THEIR <br />TRANSMISSION LINE. THIS BOUNDARY LINE EXTENDS 600 FEET FROM THE MARGIN OF HIGHWAYS IN <br />A DIRECTION OUTWARD FROM THE PRESENT CITY LIMITS AND ENCLOSES AN AREA IN WHICH IT CAN- <br />NOT BE GAINSAID THAT THE CITY OFFERS THE MOST ADEQUATE NATURAL GAS SERVICE, AVAILABLE <br /> <br /> <br />
