AT THE COURT HOUSE. <br /> <br />ON MOTION THE MEETING ADJOURNED. <br /> <br />PRES I DENT <br /> <br />COUNCIL CHAMBER - OCTOBER 5~ 1967 <br /> <br />MATTER RE: TANDEM PARKING <br /> <br />RESOLUTION RE: SCHOOL <br />BOARD - TRANSPORTATION <br />PUPILS TO MCGUFFEY AND <br />GREENBRIER <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT: <br /> MR. HAGGERTY~ MR. MOUNT~ MR. RENNOLDS AND MR. RINEHART. ABSENT: MR. VOGT. <br /> <br /> THE MINUTES OF THE MEETINGS OF SEPTEMBER 25~ 1967 AND SEPTEMBER 29, 1967 WERE READ <br /> AND APPROVED. <br /> <br /> MR. ROBERT M. GARVER~ EXECUTIVE DIRECTOR OF DOWNTOWN CHARLOTTESVILLE~ ~NC. ADDRESSED <br /> THE COUNCIL AND PRESENTED A PLAN FOR TANDEM PARK NG IN THE CENTRAL BUSINESS DISTRICT AND <br /> REMOVAL OF SEVERAL PARKING METERS ON THE SIDE STREETS. THIS MATTER WAS REFERRED TO THE <br /> STREET COMMITTEE FOR STUDY AND REPORT AS SOON AS POSSIBLE. <br /> <br /> THE FOLLOWING RESOLUTION OF THE SCHOOL ~OARD WAS PRESENTED: <br /> <br /> WHEREAS, THE SCHOOL BOARD AND THE SCHOOL ADMINISTRATION OF THE CITY OF <br /> CHARLOTTESVILLE IN RECOGNITION OF THE SPECIAL NEEDS OF CERTAIN PUPILS OF THE PUBLIC <br /> SCHOOL SYSTEM WHO ARE EMOTIONALLY OR MENTALLY HANDICAPPED CHILDREN HAVE PROVIDED A <br /> SPECIAL CURRICULUM AND PROGRAM DESIGNED FOR THE BENEFIT OF THESE PUPILS AT MCGUFFEY <br /> SCHOOL7 AND <br /> <br /> WHEREAS, CERTAIN OF THESE HANDICAPPED CHILDREN HAVE IN PAST YEARS BEEN DETER- <br /> MINED TO BE HANDICAPPED TO A DEGREE TO WH CH THEY COULD NOT USE NORMAL PUBLIC <br /> TRANSPORTATION FOR SCHOOL CHILDREN BEING TAKEN TO THEIR RESPECTIVE SCHOOLS~ SO THAT <br /> iN THESE FORMER YEARS TRANSPORTATION FOR THESE SPECIALLY HANDICAPPED PUP LS HAS BEEN <br /> PROVIDED BY THE CHARLOTTESVILLE-ALBEMARLE ASSOCIATION FOR RETARDED CHILDREN~ ENTIRELY <br /> AT THE EXPENSE OF THAT ASSOCIATION~ AND <br /> <br /> WHEREAS~ ~N THE SPRING OF 1967 THE CHARLOTTESVlLLE-ALBEHARLE ASSOCIATION <br /> <br /> FOR RETARDED CHILDREN APPEARED IN A PUBLIC MEETING BEFORE THE SCHOOL BOARD TO STATE <br /> THAT THAT ORGANIZATION WOULD NO LONGER BE ABLE TO PROVIDE THIS TRANSPORTATION FOR <br /> THE SCHOOL YEAR 1967-68~ AND ASKED THAT THE SCHOOL BOARD PROVIDE TRANSPORTATION FOR <br /> THIS GROUP OF SPECIALLY HANDICAPPED CHILDREN ATTENDING MCGUFFEY SCHOO_~ AND <br /> <br /> WHEREAS~ THE SCHOOL BOARD CONSIDERED THAT TRANSPORTATION FOR THESE PARTI- <br /> <br />CULAR CHILDREN WHO ARE UNABLE TO USE PUBLIC TRANSPORTATION BECAUSE OF THEIR <br />HANDICAP IS AN ESSENTIAL PART OF THE SPECIAL CURRICULUM FOR THESE PUPILS, WHICH <br />PUPILS HA~E BEEN DETERMINED BY PSYCHOLOGICAL TESTING AND EVALUATION BY SPECIALLY <br />QUALIFIED SCHOOL PERSONNEL TO BE 53 IN NUMBER~ CONSTITUTING APPROXIMATELY 2.5% <br />OF THE ENROLLMENT OF THE MCGUFFEY SCHOOL~ AND~ <br /> <br /> WHEREAS~ THE SCHOOL BOARD HAS DETERMINED THAT TRANSPORTATION CAN BE PRO- <br /> <br />VIDED FOR THESE PUPILS BY TAXICABS FURNISHED BY THE YELLOW CAB AND TRANSIT COMPANY~ <br />WHICH FORM OF TRANSPORTATION THE SCHOOL BOARD CONSIDERS SAFEST AND BEST FOR THESE <br />PARTICULAR 53 CHILDREN~ AND FOR OTHERS WHO MAY LATER BE DETERMINED TO BE SIMILARLY <br />SITUATED~ UNTIL SUCH TIME AS THE CONSTRUCTION OF NEW SCHOOLS PERMIT A RETURN TO THE <br />NEIGHBORHOOD SCHOOL CONCEPT FOR THE CITY SCHOOL SYSTEM~ WHEN THE QUESTION OF THIS <br />TRANSPORTATION CAN BE RECONBIDERED~ AND) <br /> <br /> <br />
