RESOLUTION RE: <br />REFERENDUM ON SALE OF <br />LIQUOR BY THE OUNCE <br /> <br />COMMITTEE REPORT RE: <br />DELINQUENT AND ERRONEOUS <br />TAXES <br /> <br />PUBLIC HEARING SET RE: <br />1802 WAYSIDE PLACE <br /> <br />PUBLIC HEARING RE: <br />AMENDMENT TO SEC. 75 <br />ZONING ORDINANCE <br /> <br />MATTER RE: CONTRACT- <br />COMPREHENSIVE PLAN <br /> <br /> WHEREAS~ THERE IS NOW CONSIDERABEE PUBLIC DISCUSSION IN MANY AREAS <br />THROUGHOUT VIRGINIA CONCERNING BOTH THE BENEFITS AND DISADVANTAGES OF THE SALE <br />OF LIQUOR BY THE OUNCE~ AND <br /> <br /> WHEREAS~ THIS I~SUE IS COMMANDING INCREASING PUBLIC ATTENTION WHICH <br />APPEARS TO BE DESERVING OF' OFFICIAL RECOGNITION~ <br /> <br /> NOW~ THEREFORE~ BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />CHARLOTTESVILLE~ THIS 16TH DAY OF OCTOBER~ 1967~ WITHOUT ANY INTENTION TO <br />PLACE THE COUNCIL ON RECORD EITHER FOR OR AGAINST THE SALE OF LIQUOR BY THE <br /> <br />OUNCE~ THAT THE GENERAL ASSEMBLY SHOULD GRANT THE PRIVILEGE TO ANY HUN ClPALITY <br />OR COUNTY TO CONDUCT A LOCAL REFERENDUM TO DETERMINE WHETHER THE SALE OF LIQUOR <br />BY THE OUNCE SHOULD BE PERMITTED THEREIN~ UNDER APPROPRIATE SAFEGUARDS TO BE <br />ESTABLISHED BY STATE LAW. <br /> <br /> A RESOLUTION WAS PRESENTED FROM THE SCHOOL BOARD REQUESTING AUTHORITY TO BORROW <br />SUCH MONEY AS MAY BE NEEDED~ NOT TO EXCEED ~150~000,00 FOR OPERATING EXPENSES OF THE <br />SCHOOLS UNTIL THE COLLECTION OF TAXES AND STATE APPROPRIATIONS WILL TAKE CARE OF <br />EXPENDITURES. A MOTION BY MR, MOUNT~ SECONDED BY MR, HAGGERTY~ THAT THE SCHOOL BOARD <br />BE AUTHORIZED TO BORROW UP TO ~150~000,00~ IN ACCORDANCE WITH STATE STATUTES~ TO PAY <br />SALAR ES AND OTHER NECESSARY EXPENSES OF THE SCHOOLS AS AUTHORIZED IN THE SCHOOL <br />BUDGET FOR 1967-68~ AND SUCH LOAN TO BE REPAID BY FEBRUARY 1~ 1968~ wes UNANIMOUSLY <br />ADOPTED, <br /> <br /> THE FOLLOWING REPORT WAS PRESENTED: <br /> <br />OCTOBER 13~ 1967 <br /> <br />THE CITY COUNCIL <br />CITY OF CHARLOTTESVILLE <br />CHARLOTTESVlLLE~ VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> WE HAVE EXAMINED THE CITY TREASURERtS LIST OF 1966 DELINQUENT AND <br /> <br />ERRONEOUS TAXES~ DATED JUNE 30~ 1967~ IN THE AMOUNTS OF ~86~533.63 AND <br /> <br />~6~516.19 RESPECTIVELY. <br /> <br /> THE ERRONEOUS TAXES ARE THE RESULT OF CHURCHES AND GOVERNMENTAL <br /> <br />AGENCIES ACQUIRING PROPERTY ON WHICH NO TAXES ARE ASSESSABLE~ AND <br /> <br />DUPLICATE ASSESSMENTS ON PERSONA_ PROPERTY. <br /> <br /> WE RECOMMEND THAT THE LIST BE ACCEPTED~ THAT THE ERRONEOUS TAXES <br /> <br />BE CHARGED OFF~ AND THAT THE CITY TREASURER BE INSTRUCTED TO CONTINUE <br /> <br />TO COLLgCT THE DELINQUENT TAXES, <br /> <br /> RESPECTFULLY SUBMITTED~ <br /> <br /> B. R_ ~SH, JR, .(SIGNED)" <br /> <br /> ON MOTION BY MR, HAGGERTY~ SECONDED BY MR, MOUNT~ THE FOREGOING RECOMMENDATIONS <br />WERE UNANIMOUSLY ADOPTED, <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING THAT THE <br />REQUEST TO REZONE 1802 WAYSIDE PLACE BE DENIED, THIS MATTER WAS CARRIED OVER TO A <br />PUBLIC HEARING TO BE HELD ON NOVEMBER 6~ 1967 FOR CONSIDERATION, <br /> <br /> A COMMUNICATION WAS ALSO PRESENTED FROM THE PLANNING COMMISSION RECOMMENDING <br />THAT SECTION 75 OF THE ZONING ORDINANCE BE AMENDED TO REQUIRE THE SIGNATURES OF A <br />MAJORITY OF THE PROPERTY OWNERS IN THE AREA PROPOSED TO BE CHANGED AND TO PROHIBIT <br />THE FILING OF THE SAME PETITION WITHIN A PERIOD OF ONE YEAR, THIS PROPOSAL WAS <br />CARRIED OVER TO A PUBLIC HEARING TO BE HELD ON NOVEMBER 6~ 1967 FOR CONSIDERATION, <br /> <br /> ON MOTION BY ~R, RINEHART~ SECONDED BY HR, VOGT~ THE CITY MANAGER WAS AUTHORIZED <br /> <br /> <br />
