NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, July 1, 2004 AT 10:00 a.m. IN THE Council Chamber. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Organizational Meeting <br /> <br />BY ORDER OF THE CITY CODE <br /> <br />BY Jeanne Cox <br /> <br />COUNCIL CHAMBER - July 1, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> Mr. Craig Brown, City Attorney, called the meeting to order. He said the purpose <br />of the meeting is to elect the Mayor and Vice Mayor for a term of two years. He opened <br />the floor to nominations for Mayor. <br /> <br /> Mr. Schilling nominated himself for Mayor. There being no second, the <br />nomination was not placed into consideration. <br /> <br /> Mr. Lynch nominated David Brown for Mayor and Ms. Hamilton seconded the <br />nomination. <br /> <br />There being no further nominations for Mayor, the vote was called. <br /> <br /> Dr. David Brown was elected Mayor by the following vote. Ayes: Dr. Brown, <br />Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: None. Abstaining: Mr. Schilling. <br /> <br />Mr. Brown opened the floor to nominations for Vice Mayor. <br /> <br /> Mr. Caravati nominated Kevin Lynch for Vice Mayor, and Ms. Hamilton <br />seconded the motion. <br /> <br />There being no further nominations for Vice Mayor, the vote was called. <br /> <br /> Mr. Lynch was elected Vice Mayor by the following vote. Ayes: Dr. Brown, Mr. <br />Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />Mr. Brown turned the meeting over to Dr. Brown. <br /> <br /> Dr. Brown said that he is pleased and honored to have been elected as Mayor. He <br />said there is the potential to have a strong Council for the next two years and the task is to <br />work together effectively. He said the public will look for Councilors to be respectful of <br />each other, each other's views, and of the public and their time. He said he would like to <br />see Council meetings occur earlier and be conducted in a more timely fashion. He <br />pointed out that the City's number one designation as the best place to live in America is <br />a regional honor and was not awarded in isolation. He said the University of Virginia, <br />Albemarle County, and other jurisdictions are key to an effective Council, and he would <br />like to strengthen these relationships. <br /> <br /> Mr. Lynch said it is an honor to be serving again on Council and he looks forward <br />to working together. He said Councilors have been talking about the possibility of <br />moving meetings to an earlier time and hopefully that will not be a problem for staff or <br />the public. <br /> <br /> Mr. Caravati said he is excited and looking forward to team work. He said <br />Council can get more accomplished if they work together in a bonded fashion. <br /> <br />Ms. Hamilton said she agrees with all the comments made by Councilors. <br /> <br /> <br />
