27 regarding litigation that the City Attorney has a reasonable basis to believe will be commenced against the City, as authorized by Section 2.2-3711 (A)(7) of the Virginia Code; discussion of the disciplining or resignation of a specific employee of the City, as authorized by Section 2.2-371 i(A)(1) of the Virginia Code; and for discussion and authorization of the acquisition of real properties located on High Street and adjacent to the proposed Juvenile Court parking garage for a public purpose, where discussion in an open meeting would adversely affect the negotiating strategy of the City, as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. Minutes of July 16, 19 and 20 APPROPRIATION: $31,749 - Juvenile Accountability Block Grant (2nd reading) WHEREAS, the City of Charlottesville has received funds from the Virginia Department of Criminal Justice Services in the amount of $28,574 in federal pass- through funds, and $3,175 in local cash match (50% Charlottesville -$1,587.50 and 50% Albemarle County - $1,587.50) for a total award of $31,749; and WHEREAS, the funds will be used to establish and maintain an interagency information-sharing program and to conduct needs assessments of Charlottesville/ Albemarle juvenile offenders; and WHEREAS, the grant award period is from January 1, 2004 through December 31, 2004; NOW, THEREFORE BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that $31,749 is hereby appropriated to account code 20-020- 062152 with the following budget: Revenues State Grant Funds Charlottesville Contribution Albemarle Contribution Total Revenue $28,574 $1,588 $1,587 $31,749
