30 <br /> <br />ORDINANCE: "AN ORDINANCE APPROVING LEASE AGREEMENT <br />FOR RAGGED MOUNTAIN RESERVOIR TENANT HOUSE" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 34-558 OF ARTICLE VI OF CHAPTER 34 (ZONING) OF THE <br />CITY CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, <br />RELATING TO STREETWALL REGULATIONS" (carried over) <br /> <br />PUBLIC HEARING/APPROPRIATION: $8.5 million - FEDERAL TRANSIT <br />ADMINISTRATION GRANT FUNDS FOR DESIGN AND CONSTRUCTION OF <br />TRANSIT FACILITY ON AVON STREET EXTENDED <br /> <br /> Mr. O'Connell said that the City's long-term Master Plan includes plans to move <br />All City Yard operations to Avon Street Extended. <br /> <br /> Ms. Judy Mueller, director of Public Works, said that Council has previously <br />authorized entering into a contract for the purchase of land on Avon Street Extended. <br />She said this flat piece of land will save the City several hundred thousand dollars in <br />development. Ms. Mueller said Council is being asked to appropriate the federal funds to <br />design and construct the facility. She said that no City dollars are to be used as a match <br />because we are using the value of the land we already own as a match. <br /> <br /> Responding to a question from Mr. Lynch, Ms. Mueller said that the design phase <br />will begin at the end of the due diligence period which will be 90 or 120 days. <br /> <br /> Responding to a question from Mr. Schilling, Ms. Mueller said that approximately <br />15% of City Yard space will be moved. She said that in order to use City Yard for other <br />purposes, it must be declared no longer necessary for transit services. She said she hopes <br />this will be done during the design phase. <br /> <br /> Mr. Schilling asked when the remaining 85% of City Yard will be moved, and <br />Ms. Mueller estimated that it will take several years and will cost well over $10 million. <br />She noted that there are no funds budgeted to make that move. <br /> <br /> Mr. Schilling asked if the functions will be moved to the transit area property, and <br />Ms. Mueller said they will be moved to the rest of the land owned by the City. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the appropriation of $8.5 <br />million for design and construction of the transit facility on Avon Street Extended was <br />offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING/ORDINANCE: PEN PARK TENANT LEASE <br /> <br /> Mr. O'Connell explained that this house was acquired by the City when land was <br />purchased for Pen Park. Mr. O'Connell said that Council is being asked to renew the <br />lease with the current tenant. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, said that lease of this house <br />has typically be done internally to City employees. Mr. Svetz said the City Assessor <br />placed a fair market value of up to $950 - $1,000 per month on the property. Mr. Svetz <br />said the property was advertised at $850 per month and the only duties of the tenant are <br />to maintain the lawn. Mr. Svetz said the rent is collected through payroll deduction. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Schilling said this issue was discussed by Council last year and he found it <br />troublesome at the time as well as now. He presented Councilors with a listing of <br />comparable properties with similar square footages. He said the fair market rent is not in <br />the ballpark of reality. He said the advertising history is very problematic, and feels it <br /> <br /> <br />
