47 <br /> <br /> Dr. Brown said he would like to add to the motion, relative to the concept of a <br />directly elected mayor, is there a perceived problem with the balance of power and, if so, <br />what would help. <br /> <br /> Ms. Hamilton seconded the motion and it was approved by the following vote. <br />Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />ORDINANCE: CONTRACT AMENDMENT FOR JEFFERSON AREA BOARD FOR <br />AG1NG (BOARD MEMBERSHIP) <br /> <br /> Mr. Schilling said if we go forward with this contract amendment the City's <br />influence will be reduced from 25% to 12%, and this may or may not be important. He <br />expressed concern about diluting the City's power without discussing the matter. <br /> <br />Mr. Lynch said the City will maintain the power of the purse. <br /> <br /> Mr. Leonard Loman, Financial Officer for JABA, said that JABA was originally <br />created to plan for, advocate for, and provide services to the elderly. He said when JABA <br />started it used only local, state and federal funding. He said 40% of JABA's funding is <br />now raised separately and the board is recommended to be structured around that. He <br />said the proposed ordinance will take JABA, Inc. and make it the same board as JABA <br />which will be more efficient. <br /> Mr. Caravati asked whether other localities have approved the change, and Mr. <br />Loman said that all other participating localities have approved the change. <br /> <br /> Responding to a question from Dr. Brown, Mr. Loman said that the JABA Board <br />unanimously approved the change. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE TO APPROVE AN AGREEMENT TO JABA'S JOINT EXERCISE OF <br />POWERS AGREEMENT AMONG THE COUNTIES OF ALBEMARLE, GREENE, <br />NELSON, FLUVANNA AND LOUISA, VIRGINIA AND THE CITY OF <br />CHARLOTTESVILLE, VIRGINIA" was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Sue Lewis, 1615 B Amherst Street, a member of the Council Elections Study <br />Task Force, advised Council that they should never set up a Task Force without at least <br />minimal funding. <br /> <br />OTHER BUSINESS <br /> <br /> Councilors agreed to ask the League of Women Voters to sponsor a forum for <br />Planning Commission candidates. <br /> <br /> Dr. Brown said that Roberts Rules of Order is really intended to help a large <br />group. He acknowledged that he is not an expert about them and apologized for times <br />when he is not sure about he rules. He said that they should be used to make meetings <br />more orderly and to advance business, not used as a device to thwart action. <br /> <br /> Dr. Brown also asked that Councilors provide an explanation when they abstain <br />from voting on issues. <br /> <br /> Mr. Caravati said we all have a duty to the public to explain our votes.
