Noes: None) that to <br />the best of each Council member's knowledge, only public business matters lawfully <br />exempted from the open meeting requirements of the Virginia Freedom of Information <br />Act and identified in the motion convening the closed session were heard, discussed or <br />considered in the closed session. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Ms. Alia Stewart-Silver was <br />appointed (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br />Noes: None) to a one-year term as the youth representative on the Charlottesville- <br />Albemarle Commission on Children and Families. This term will expire on June 30, <br />2005. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Ms. Ann Reinicke was <br />appointed (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br />Noes: None) to an unexpired term as the Fifeville neighborhood representative on the <br />Community Development Block Grant Task Force. This term will expire on May 30, <br />2005. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Ms. Melissa Dickens was <br />reappointed (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br />Noes: None) to a four-year term on the Jefferson-Madison Regional Library Board. This <br />term will expire on August 31, 2008. <br /> <br />COUNCIL CHAMBER - August 16, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITOIONS: WOMEN'S EQUALITY DAY PROCLAMATION <br /> <br />Dr. Brown presented the Women's Equality Day proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. Wayne Cabell, 133 Bell Lane, President of the Ridge Street Neighborhood <br />Association, said that members of the Ridge Street neighborhood are in attendance in <br />support of the Fifeville neighborhood because of proposed development in that <br />neighborhood. Mr. Cabell also expressed concern about a by-right development of 30 <br />houses on a dead-end street off Raymond Road at the end of Ridge Street. He said that <br />the City's subdivision ordinance states that dead-end cul-de-sac streets are not to exceed <br />a length of 700 feet for emergency access reasons. He said that Legend Development, <br />proposed developers of the property, have avoided timely discussion with the <br />neighborhood. He requested that the plans be reviewed by the Planning Commission. He <br />said that the neighborhood has hired an attorney who has requested clarification of the <br />City's interpretation of the 700 foot road length issue. <br /> <br /> Mr. Herbert Porter, 7 lA Street, President of the Fifeville Neighborhood <br />Association, expressed concern about the proposed development of the property at the <br />corner of Cherry Avenue and Ridge Street. He said part of the property qualifies as a <br />Virginia Forest and there are several specimen trees on it. He said there is also a <br />graveyard there. He said development of this property will overburden the school system <br />and increase traffic and it should never be developed. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Schilling removed the ordinance regarding JABA's membership from the <br />consent agenda. <br /> <br /> <br />
