50 <br /> <br />APPROPRIATION: $67,855 - Young Juvenile Offender Program Grant <br /> (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville has received funds from the Virginia <br />Department of Criminal Justice Services in the amount of $67,855 in federal pass-thru <br />funds; and <br /> <br /> WHEREAS, the funds will be used to provide services to juveniles who are age <br />13 or younger at the time of petition or adjudication with the goal of reducing recidivism; <br />and <br /> <br />WHEREAS, the grant award period is from July 1, 2004 through June 30, 2005. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $67,855 is hereby appropriated to account code 20-020- <br />062140 with the following budget: <br /> <br />Revenues <br />State Grant Funds $67,855 <br /> <br />Expenditures <br />Personnel $52,195 <br />Service Funds $7,210 <br />Operating expenses $8,450 <br />Total Expenditures $67,855 <br /> <br />f. APPROPRIATION: $12,193 - AmeriCorps Grant (carried over) <br /> <br />APPROPRIATION: $3,500 - Lewis and Clark Festival (Contribution from <br /> Albemarle County (carried over) <br /> <br />ORDINANCE: "AN ORDINANCE TO APPROVE AN AMENDMENT \ <br />TO JABA'S JOINT EXERCISE OF POWERS AGREEMENT AMONG THE <br />COUNTIES OF ALBEMARLE, GREENE, NELSON, FLUVANNA AND <br />LOUISA, VIRGINIA AND THE CITY OF CHARLOTTESVILLE, VIRGINIA" <br />(2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AUTHORIZING <br />ENCROACHMENTS OVER AND WITHIN THE PUBLIC RIGHT-OF-WAY <br />AT THE CORNER OF WATER STREET AND 5TM STREET, S.E." (2nd reading) <br /> <br />PRESENTATION: RECOMMENDATION FOR RECOGNITION OF FORMER <br />BOARD MEMBER <br /> <br /> Ms. Kathy Johnson Harris, 902 Raymond Road, explained that the Planning <br />Commission empowered a committee to discuss ways to honor the late Herman Key. <br />With her were other members of the Committee. She said the two recommendations of <br />the Committee are: 1) name the 9th/10th Street Connector Herman Key Avenue as a <br />powerful symbol of his leadership in the Fifeville neighborhood; and/or 2) rename the <br />Downtown Recreation Center the Herman Key Recreation Center. She said the <br />Recreation Center is in the heart of the City and this would symbolize Mr. Key's service <br />to the City and public. Ms. Harris asked that Council initiate a community dialogue <br />about these ideas. <br /> <br /> <br />
