He asked <br />Council to take another look at his position. <br /> <br /> Mr. Mark Krebs, 1010 Blue Ridge Road, a former School Board member, said he <br />has been approached by teachers with concern about the School administration. He said <br />the strategy for testing reduces the instructional time. He said the Superintendent does not <br />have the collaborative skills desired by the community, and there is a climate of fear and <br />anxiety. <br /> <br /> Mr. Michael Costanza, 712 Lyons Avenue, asked that the rebate program for home <br />rehabilitation being considered by Council later in the agenda be amended to extend it to <br />homes that have accessory apartments. <br /> <br /> Mr. David Toscano, 628 Evergreen Avenue, said that there will be an argument <br />that Council should stay out of the School issue, but he feels that Council needs to be in <br />the middle of School budget and priority issues. He said it is hard to access the rumors <br />regarding the Schools, but he feels Council should step up now to let teachers and <br />principals speak without fear and to let parents participate. He said the Schools need to <br />publicize times for public comment on their budget priorities. He said the Schools cannot <br />thrive without the participation of teachers, principals and the public. <br /> <br /> Referring to comments made about the schools, Dr. Brown said there is an <br />achievement gap in the schools and he understands the need to try to do something <br />differently to assure that all children achieve. He said we have a talented School Board <br />that is trying to create opportunities for public input. He said this requires some patience <br />and willingness to give people a chance to do their job. <br /> <br />CONSENT AGENDA <br /> <br />Dr. Brown announced that the procurement ordinance has been deferred. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the following consent <br />agenda items were approved, with the minutes of September 17th and 22nd amended by <br />Mr. Lynch and the minutes of September 20th amended by Mr. Schilling, by the following <br />vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling (except <br />that Mr. Schilling voted no on the Resolution Authorizing Lease for Office Space at 421 <br />Park Street because he is not convinced that the $8,600 is a necessary expenditures). <br />Noes: None (except that Mr. Schilling voted no on the Resolution Authorizing Lease for <br />Office Space at 421 Park Street). <br /> <br />a. Minutes of September 16, 17, 17/18, 20, 22 and 27 <br /> <br />b. APPROPRIATION: $36,640 - Local Law Enforcement Grant (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville has received a Local law <br />Enforcement Block Grant from the Department of Justice which includes $32,976 in <br />federal funds and $3,664 in a local cash match for a total award of $36,640; and <br /> <br /> WHEREAS, the cash match of $3,664 will come from the existing Police <br />Department budget (05-301-041185); now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the sum of $36,640 received as a grant from the Bureau of Justice is herby <br />appropriated to account 11-270-041191 in the Grants Fund. The local match $3,664 is <br />hereby appropriated to account 05-301-131030 and shall be transferred to the Grants <br />Fund. This appropriation is conditioned upon receipt of $32,976.00 from the U.S. <br />Department of Justice. <br /> <br />c.
