12 <br /> <br /> Mr. Lynch said he concurs with the need for additional conservation. He said the <br />previous cost for Buck Mountain at $70 million added an average of $25 dollars a month <br />on customer's bills. Mr. Lynch said it is his opinion that we should look harder at Buck <br />Mountain and a reservoir solution rather than James River. He said he is concerned about <br />the fluid regulatory environmental, but it appears to him that dams are not such a <br />problem. He said he is not sure we should be taking the most restrictive view. <br /> <br /> Mr. Schilling asked what would happen, or is there a chance it could happen, if <br />Council decided Buck Mountain is the option they want to pursue. <br /> <br /> Mr. Frederick said that several regulators have said they are glad no new <br />reservoirs are on the short list. He said it is his impression that several agencies would <br />oppose it. <br /> <br />REPORT: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION 2005 <br />LEGISLATIVE PACKAGE <br /> <br /> Mr. David Blount, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, said that the package includes the following priority action items: <br />Standards of Quality Funding; Transportation; Transportation District; Comprehensive <br />Services Act; Tax Structure and Reform; Public Safety; and Land Use and Growth <br />Management. Mr. Blount said that Louisa County has requested one addition regarding <br />regional solutions in the environmental quality section. Mr. Blount invited Council to <br />attending the TJPDC legislative lunch on November 22nd. <br /> <br /> Mr. Lynch said he would like the shortfall in the car tax given its own separate <br />priority because it could be a financial hit for the City. Mr. Lynch said it would also be <br />helpful to include addressing the funding formula for Standards of Quality so that the <br />disproportionate number of socially and economic disadvantaged families in <br />Charlottesville are factored in. <br /> <br /> Mr. Caravati made a motion to approve the TJPDC's Legislative Package, with <br />the changes suggested by Mr. Lynch and Louisa County included, Mr. Lynch seconded <br />the motion and it was approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, <br />Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />REPORT: CITY'S 2005 LEGISLATIVE PACKAGE <br /> <br /> Dr. Brown suggested that Councilors identify items in the City's proposed <br />legislative package for discussion and the remaining items be voted on as a block. <br /> <br /> Mr. Lynch removed #3 (regulation of mopeds) and #7 (activity of former City <br />Councilors) <br /> <br /> Ms. Hamilton removed #5 (civil penalties for signs in right-of-way violations and <br />#18 (support for VFC policy position, the TJPDC program and the VML program). <br /> <br />Mr. Caravati removed #11 (higher education/chartered universities). <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the City's 2005 Legislative <br />Package, minus those items removed for discussion listed above, was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. <br />Schilling. <br /> <br /> Mr. Lynch expressed concern about language appearing to prohibit mopeds <br />within 500 feet of a residence, and Ms. Hamilton agreed. <br /> <br /> Ms. Lisa Kelley, Deputy City Attorney, said the language gives the City the <br />ability to ban mopeds if they are not equipped with noise muffling equipment. <br /> <br />Ms. Hamilton suggested that the language be amended to make it clearer. <br /> <br /> <br />
