RESOLUTION: Accepting Burnet Street into City Street System <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, on <br />recommendation of the City Engineer and City Manager that Burnet Street, which has been <br />built to City standards and specifications, originating and terminating at Elliott Avenue, is <br />hereby accepted into the City street system for maintenance. The street hereby accepted is <br />shown on the attached plat dated September 5, 2002 by B. Aubrey Huffman and Associates, <br />Ltd. <br /> <br />ORDINANCE: "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF ROUGEMONT AVENUE BETWEEN <br />RIALTO STREET AND AVON STREET" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING AN ALLEY LOCATED OFF RIALTO STREET, ALONG <br />THE SOUTHERN BOUNDARIES OF PARCELS 374.1 AND 374.2 AND <br />ACROSS PARCEL 374 OF CITY TAX MAP 59) (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REENACTING <br />THE ZONING DISTRICT MAP INCORPORATED IN SECTION 34-1 OF THE <br />ZONING ORDINANCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF <br />PARCEL 374, CITY TAX MAP 59 FROM R-iS TO PUD (701-707 PALATINE <br />AVENtm)" <br /> <br />ORDINANCE: "AN ORDINANCE GRANTING A <br />TELECOMMUNICATIONS FRANCHISE TO TELCOVE OF VIRGINIA, LLC <br />COMPANY, ITS SUCCESSORS AND ASSIGNS TO USE THE STREETS <br />AND OTHER PUBLIC PLACES OF THE CITY OF CHARLOTTESVILLE, <br />VIRGINIA FOR ITS POLE, WIRES, CONDUITS, CABLES, AND FIXTURES, <br />FOR A PERIOD OF FIVE YEARS" (carried over) <br /> <br />REPORT: ELECTIONS STUDY TASK FORCE <br /> <br /> Mr. Scan O'Brien, 1301 Greenway Road, Chairman of the Elections Study Task <br />Force, thanked City staff and the Task Force members for their work, and thanked the <br />University of Virginia for allowing their staff to work on the Task Force. Mr. O'Brien <br />said that the Task Force was charged to: 1) Explore the concept of directly electing the <br />Mayor; 2) Explore the concept of restructuring the Council election by wards or a <br />combination of wards and at-large; 3) Explore the concept of enlarging the number of <br />Council members; and 4) Explore other best practices relating to the representation of <br />citizens, including but not limited to remuneration and term limitation. Mr. O'Brien said <br />that the Task Force held eight public hearings, though they were surprised at the low <br />turnout. He said some speakers were satisfied and others felt ignored. He said comments <br />mainly involved the issue of communication. Mr. O'Brien said that the Task Force <br />identified perceived problems and identified tools to address them, and listed pros and <br />cons of proposals. <br /> <br /> Dr. Brown thanked Mr. O'Brien and the Task Force for their work. He suggested <br />that Council take this opportunity to ask questions and discuss where to go next. <br /> <br /> Mr. Lynch commended the group for putting together an interesting report. He <br />said the question he is intrigued by is having more staff for research and to deal with <br />constituents. He stated that he was concerned about the potential cost to the City of <br />adding staff and asked if there would be an opportunity to work with the University on an <br />internship exchange. <br /> <br /> Mr. O'Brien said that Ph.D. candidates might be good for this purpose as interns <br />would only be available for one year. <br /> <br /> <br />
