NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, January 18, 2005 AT 5:45 p.m. IN THE Second Floor Conference <br />Room AND AT 6:30 p.m. IN THE Council Chamber. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code (5:45 p.m.) <br />Budget Call-In (6:30 p.m.) <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - January 18, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Hamilton, Council voted (Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Schilling. Noes: None. Absent for the <br />vote: Mr. Lynch) to meet in closed session for discussion and consideration of <br />appointments to City boards and commissions as authorized by Section 2.2-371 i(A)(1) of <br />the Virginia Code; for consultation with legal counsel regarding the negotiation of a cost <br />sharing agreement with Albemarle County for future expenses related to the Ivy Landfill <br />as authorized by Section 2.2-371 l(A)(7) of the Virginia Code; and for discussion and <br />consideration of the disposition of publicly held real property at the east end of the <br />downtown mall, where discussion in an open meeting would adversely affect the <br />negotiating strategy of the City, as authorized by Section 2.2-3711 (A)(3) of the Virginia <br />Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br /> Council reconvened in the Council Chamber and responded to questions posed by <br />the public during the Budget CalMn. <br /> <br />COUNCIL CHAMBER- January 18, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: DIGITAL CITIES AWARD; MENTORING MONTH <br />PROCLAMATION <br /> <br /> Dr. Brown presented the Digital Cities Award to Rick Fore, Director of <br />Information Technology. <br /> <br />Dr. Brown presented the Mentoring Month proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. Jim Neale, 100 W. High Street, said that Council's budget guidelines fail to <br />address the real estate tax burden. He said Charlottesville does not have a revenue <br />problem, it has an expenditure problem. <br /> <br /> Ms. Kathy Galvin, 712 Lyons Avenue, asked Council to consider allowing the tax <br />abatement program to apply to houses with accessory apartments. She said this will be a <br />good way to diversity neighborhoods and help people with home ownership. <br /> <br /> <br />
