NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Tuesday, January 18, 2005 AT 5:45 p.m. IN THE Second Floor Conference Room AND AT 6:30 p.m. IN THE Council Chamber. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code (5:45 p.m.) Budget Call-In (6:30 p.m.) BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - January 18, 2005 Council met in special session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. On motion by Mr. Caravati, seconded by Ms. Hamilton, Council voted (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Schilling. Noes: None. Absent for the vote: Mr. Lynch) to meet in closed session for discussion and consideration of appointments to City boards and commissions as authorized by Section 2.2-371 i(A)(1) of the Virginia Code; for consultation with legal counsel regarding the negotiation of a cost sharing agreement with Albemarle County for future expenses related to the Ivy Landfill as authorized by Section 2.2-371 l(A)(7) of the Virginia Code; and for discussion and consideration of the disposition of publicly held real property at the east end of the downtown mall, where discussion in an open meeting would adversely affect the negotiating strategy of the City, as authorized by Section 2.2-3711 (A)(3) of the Virginia Code. On motion by Mr. Caravati, seconded by Mr. Schilling, Council certified by the following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. Council reconvened in the Council Chamber and responded to questions posed by the public during the Budget CalMn. COUNCIL CHAMBER- January 18, 2005 Council met in regular session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. AWARDS/RECOGNITIONS: DIGITAL CITIES AWARD; MENTORING MONTH PROCLAMATION Dr. Brown presented the Digital Cities Award to Rick Fore, Director of Information Technology. Dr. Brown presented the Mentoring Month proclamation. PUBLIC Mr. Jim Neale, 100 W. High Street, said that Council's budget guidelines fail to address the real estate tax burden. He said Charlottesville does not have a revenue problem, it has an expenditure problem. Ms. Kathy Galvin, 712 Lyons Avenue, asked Council to consider allowing the tax abatement program to apply to houses with accessory apartments. She said this will be a good way to diversity neighborhoods and help people with home ownership.
