RESOLUTION:

Approving Worker's Comp Settlement

BE IT RESOLVED by the Council of the City of Charlottesville, Virginia:

It appearing to be in the best interests of the City, and it being at the request of our
former employee, City Council hereby approves a lump sum settlement of a workers'
compensation claim in the amount of $26,000.00, all as agreed between staff and the
employee (whose name is not stated here for reasons of confidentiality). The Director of
Finance is hereby authorized to make payment from the Risk Management Fund in
accordance with the settlement terms.

The approval hereby given for the entire settlement is conditioned upon formal
approval of the settlement by the Workers' Compensation Commission of the State of
Virginia.

ORDINANCE: "AN ORDINANCE GRANTING A
TELECOMMUNICATION FRANCHISE TO TELCOVE OF VIRGINIA, LLC
COMPANY, ITS SUCCESSORS AND ASSIGNS TO USE THE STREETS AND
OTHER PUBLIC PLACES OF THE CITY OF CHARLOTTESVILLE,
VIRGINIA FOR ITS POLE, WIRES, CONDUITS, CABLES AND FIXTURES
FOR A PERIOD OF FIVE (5) YEARS" (2nd reading)

REPORT: CHARLOTTESVILLE REDEVELOPMENT AND HOUSING
AUTHORITY

Mr. O'Connell said that Council discussed at its last meeting bringing information
to Council about boards on which they serve, in the form of formal presentations such as
this one, but also informally at the end of the agenda during "Council Reports."

Ms. Hamilton, a member of the Charlottesville Redevelopment and Housing
Authority, said it is important to the CRHA Board and new Director to present
information about the Authority. She listed the following programs operated by CRHA:
public housing and Section 8 housing; Downpayment and Closing Cost Assistance; and
HOP for first time homebuyers. Ms. Hamilton said that since Paul Chedda, Executive
Director, has taken over, there has been a staff reorganization. She said there is a child
care initiative underway to create a facility to serve public housing residents and market
rate clients. She said CRHA is facing challenges about the condition of public housing,
and a full facilities audit has been conducted. She said the figures are staggering. She
said additional challenges are due to cuts in HUD funding.

Mr. Schilling said he has been contacted by residents of public housing, and
questioned whether it makes sense to put money into the existing Westhaven facility or
would it be better to build a new facility. Mr. Schilling asked if this is being evaluated.

Mr. Chedda said that question is being evaluated, but said there are questions
about what we would do with residents in the interim and can we afford it. He said a
discussion with public housing residents is needed about this.
