NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, January 28, 2005 AT 12:00 noon IN THE Charlottesville High School <br />Cafeteria A <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />CHARLOTTESVILLE HIGH SCHOOL - January 28, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Absent: Mr. Caravati. <br /> <br /> Ms. Peggy Van Yahres, School Board Member, reviewed the renovations done at <br />Charlottesville High School. <br /> <br /> Ms. Dede Smith, School Board Chair, reviewed public meetings held and planned <br />by the School Board. Ms. Smith said that the School Board, at its meeting the night <br />before, did not express interest in cutting physical education teachers and guidance <br />counselors as proposed in the Superintendent's budget, and is interested in looking <br />elsewhere to recover the cost for this. <br /> <br /> Mr. Lynch asked for more information on how technology staff could be <br />deployed, i.e., could they be used as front line teachers even though they do not have <br />classrooms. <br /> <br /> Dr. Scottie Griffin, Superintendent of Schools, said that the State has guidelines <br />about how they can be used and she will provide that information. <br /> <br /> Ms. Smith said that School Board is revisiting the issue of out of district tuition. <br />Responding to questions from Mr. Schilling, she said that the current tuition for grades <br />K - 8 for the first child is $800 and $1000 for the high school. She said there are <br />currently 200 out of district students. Ms. Smith said they are also revisiting billing for <br />Medicaid. <br /> <br /> Mr. Lynch asked to what extent can existing staff be recruited to fill the <br />technology and other positions. <br /> <br /> Ms. Muriel Wiggins, School Board member, said that we need to get a statement <br />about what staff above the teacher level are doing. <br /> <br /> Mr. Lynch said he thinks the School budget needs to be a little more aligned with <br />the school improvement plans. <br /> <br /> Dr. Brown said that last year the State came up with additional money and <br />$800,000 of that was put in the CIP for Charlottesville High School. Given the future <br />capital needs of the Schools, he said he feels it would be wise to continue to put similar <br />State money aside, but he does not see that it is going to capital needs. <br /> <br /> Dr. Griffin said we need to increase the infrastructure for technology, particularly <br />at the high school. She said a survey is going to be done to see if there is a need to <br />increase technology in all schools. <br /> <br /> Responding to a question from Dr. Brown about building needs, Dr. Griffin said <br />there is a CIP plan. <br /> <br />Dr. Brown said he wants to make sure there is funding for the CIP needs. <br /> <br /> <br />
