NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, February 7, 2005 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - February 7, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet in <br />closed session for discussion and consideration of appointments to City boards and <br />commissions, as authorized by Section 2.2-371 i(A)(1) of the Virginia Code; for <br />consultation with legal counsel regarding the negotiation of a cost sharing agreement with <br />Albemarle County for future expenses related to the Ivy Landfill, as authorized by <br />Section 2.2-371 l(A)(7) of the Virginia Code; and for discussion and consideration of the <br />disposition of publicly held real property at the east end of the downtown mall, where <br />discussion in an open meeting would adversely affect the negotiating strategy of the City, <br />as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER- February 7, 2005 <br /> <br />AWARDS/RECOGNITIONS: POLICE DEPARTMENT REACCREDITATION <br /> <br /> Members of the Virginia Law Enforcement Professional Standards Commission <br />presented the certificate of Reaccreditation to Police Chief Tim Longo. Commission <br />team leader Emmett Harman said that the Commission was impressed by the <br />Department's community policing, forensics unit and the morale of the department as a <br />whole and their admiration for the Chief. <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines, 214 9th Street, N.W., said that the role of the Council is to <br />appoint the School Board who then run the schools and submit a budget. He said it <br />appears that at least one Councilor is trying to micromanage the schools. He said that <br />African-American neighborhoods expect Council to fully fund the school budget, <br />including providing a living wage to all school employees. <br /> <br /> Ms. Martha Levering, 712 Grove Avenue, said that real estate taxes are rising at <br />an alarming rate and Council must reduce spending. She said if they continue to rise she <br />will be forced out of her home. <br /> <br /> Mr. Jim Moore, 1213 Hazel Street, said that the format of the real estate <br />assessment notice provides minimum information. He proposed a new format for the <br />notice. He said he has discussed this with the Real Estate Assessor who indicated that he <br />does not think it would be overly burdensome to do, but if cost is a hindrance he will <br />commit to raising the funds to pay for it. <br /> <br /> <br />
