NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, March 3, 2005 AT 9:00 a.m. in the Albemarle County Office <br />Building Annex, 5th Street <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Meeting with Albemarle County Board of Supervisors and Rivanna Water and <br />Sewer Authority <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />ALBEMARLE COUNTY OFFICE BUILDING ANNEX - March 3, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Lynch, Mr. Schilling. Absent: Mr. Caravati and Ms. Hamilton. <br /> <br /> Mr. Michael Gaffney, Chairman of the Rivanna Water and Sewer Authority, said <br />that the purpose of the meeting is to have a better understanding of the alternatives and <br />timelines for increasing the water supply as RWSA will soon need direction. <br /> <br /> Mr. Dennis Rooker, Chairman of the Albemarle County Board of Supervisors, <br />said he would like to know if the 9.9 mg, the amount of water projected for future need, <br />is a fixed number. <br /> <br /> Mr. Ken Boyd, member of the Albemarle County Board of Supervisors, said he <br />would like to talk about how the decision making process is going to work. He said he <br />thinks we should look at the structure of RWSA and consider adding elected officials to <br />the Authority. He said he would like to decide on a structure to involve Council and the <br />Board in a co-active rather than reactive way. <br /> <br /> Dr. Brown said he would like to hear a brief overview of the questions and <br />answers prepared, to have an opportunity to express thoughts, and to spend some time on <br />the process. <br /> <br /> Mr. Rooker asked what is driving the deadline and asked if it is possible to make <br />short-term decisions regarding Ragged Mountain and to have the deadlines extended or <br />partially extended. <br /> <br /> Mr. Randy Parker, Chairman of the Albemarle County Service Authority, said he <br />is interested in the process for making decisions. He expressed concern if the boards do <br />not want to listen to the experts. He said he feels he is charged to plan for the need for <br />more water. <br /> <br /> Mr. Tom Frederick, Executive Director of RWSA, provided a brief review of the <br />questions and answers regarding the alternatives. <br /> <br /> Mr. Lynch asked if Ragged Mountain can be separated from the rest of the <br />alternatives, and he also asked about the deadlines. <br /> <br /> Mr. Frederick said that the Department of Conservation and Recreation has <br />serious concerns about the current condition of the Ragged Mountain dam, which we are <br />also considering raising. He said we need to take the dam repairs into consideration with <br />the water supply issues and need to take the two together. He said we have been given <br />until July 1 to make a decision on the dam. <br /> <br /> Mr. Bill Ellis, Attorney for RWSA, said that the best course of action is to make a <br />decision on the dam and water supply at the same time. <br /> <br /> Mr. Rooker asked if the dam could be raised to 13 feet first and then add a bladder <br />later. <br /> <br /> <br />
