Ms. Hamilton said she has no strong feeling one way or another. He said the
notion that political candidates are beholden is not her experience.

Dr. Brown asked if anyone wants to move forward with this idea or study it
further and Mr. Schilling said he is interested.

Support Staff for Council

Mr. O'Brien said that the idea behind this is that it takes time to be a Councilor
and support staff could conduct research and report back to Council and provide
constituent services. He said Council Members could have staff who is truly their ally.

Mr. Lynch said he thinks this would be helpful, but he would only support it if a
government intern could be used for research. He expressed concern about having
salaried staff. He said the only problem with students is they are not here for long.

Mr. Schilling said one con with the idea is adding another layer of bureaucracy
and putting in a layer of separation. He said he is not so busy as to have to hand off work
to someone else.

Ms. Hamilton agreed that she does not think an intern should do constituent
services. She said she is not sure which direction to go.

Mr. Caravati said someone could serve as an ombudsman to serve citizens.

Dr. Brown said he will pursue the idea of an intern to work for the Mayor and see
if that is a model that could be expanded.

Mr. Lynch said he would like to see an intern for the Vice Mayor as well.

Increase Pay for Councilors

Dr. Brown said the issue is whether increasing the current salaries ($12,000 for
the Mayor and $10,000 for Councilors) would help diversify Council.

Responding to a question from Mr. Schilling, Mr. Brown said that the maximum
salary allowed by State Code is $20,000 for the Mayor and $18,000 for Councilors.

Mr. Schilling said he does not think the difference between $10,000 and $18,000
will help that much in allowing someone else to run.

Dr. Brown agreed and said the issue is what will allow people to take time out of
their daily lives to serve on Council. He said not everyone has a job that allows that.

Ms. Hamilton said the additional money could help replace money that a person
loses when they have to take time off of their regular job. She said it may help some
people.

Dr. Brown said he does not think it will help socio-economic diversity.

Mr. Lynch said he thinks he is more in the camp of Dr. Brown and Mr. Schilling.
He said if salaries when up higher, in the $30,000 range, it becomes more of a regular
job. He said he is not inclined to want to change the salaries.

Mr. Caravati said he is intrigued by the idea. He said $18,00 could entice
someone to replace the time they spend away from their jobs.

Councilors asked for information on what stipends are for other Council
appointed boards and said they could support increasing the stipend for Planning
Commission members.
