NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 16, 2005 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Budget Work Session <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br /> BASEMENT CONFERENCE ROOM - March 16, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Mr. Lynch, Mr. Schilling. Absent: Ms. Hamilton. <br /> <br /> Mr. O'Connell said that the focus tonight will be on revenues and expenditures <br />and next week's work session will be on agencies and the capital improvement program. <br /> <br /> Ms. Leslie Beauregard review the proposed revenues of $105,985,2?2. <br /> <br /> Mr. Lynch said he would like information on the amount in the current parking <br /> <br /> Mr. Lynch asked that money for school maintenance be broken out separately <br />because it appears we are budgetingtwice for it. <br /> <br /> Mr. O'Connell said that we have a contract with the schools for building <br />maintenance and bus service. He said the accountants can be asked about how to best <br />show the funding for this. <br /> <br /> Mr. Schilling said he thinks it would be a good idea to break it out in some way <br />and make it more clear. <br /> <br /> Mr. Lynch said he would like to look at changing the method for automobile <br />assessments to the average trade in value. <br /> <br /> Mr. Brown said we are locked into the current method until January 1, 2006. <br /> <br /> Dr. Brown said he would like to know what the typical impact of that change <br />would be on the taxpayer. <br /> <br /> It was agreed that more information on the automobile assessment method would <br />be sent to Council. <br /> <br /> Ms. Beauregard reviewed amendments to the revenues that occurred after the <br />budget was prepared, but said they have no overall impact. <br /> <br /> Ms. Beauregard reviewed proposed expenditures. <br /> <br /> Mr. Schilling said he would like a report on the 12% fund balance. <br /> <br /> Mr. Lynch asked if the fund balance is impacted by the State payment of car tax <br />reimbursement. <br /> <br /> Mr. Lynch asked about CIP projects in the budget. <br /> <br /> Mr. O'Connell said that until we do bidding on some projects we will not know <br />the amount. <br /> <br />fund. <br /> <br /> <br />
