NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, March 24, 2005 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />By Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - March 24, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />Agencies <br /> <br /> Councilors were asked to identify agencies that they are interested in altering the <br />proposed funding for. <br /> <br /> Dr. Brown said he would be interested in fully funding the Film Festival ($4,000) <br />as it brings people, but also business to our community. He said it will have more of a <br />downtown presence next year and plan to market to national exposure. <br /> <br /> Ms. Hamilton said she would support adding $500 for the African-American <br />Festival as they were in the hole last year and this will make them equal in funding to <br />other festivals. <br /> <br /> Mr. Caravati said the African-American Festival should also approach Albemarle <br />County for funding. <br /> <br />Mr. Schilling asked for an explanation of the City events funding proposed. <br /> <br /> Mr. O'Connell said that there are several events, such as the 4th of July <br />celebration and Dogwood Festival, which have never been funded, most of which are <br />transit related. He said this fund will give the City the ability to support community <br />events throughout the year. <br /> <br /> Mr. Schilling said he would rather see the organizers of these events coming to us <br />in advance as he thinks it circumvents the budget to come to the City mid-year. He said <br />he would prefer to eliminate this expenditure. <br /> <br /> Dr. Brown said the concept of having some funds available makes sense. He <br />asked how Mr. Schilling would propose to deal with things that come up. <br /> <br /> Mr. Schilling said if it is a priority the City always seems to find money. He said <br />he does not think this is good budgeting practice. <br /> <br /> Mr. Lynch said he thinks we need some contingency funds, and cited the African- <br />American Film Festival as an example. <br /> <br />Mr. O'Connell said staff will provide a list of specific events that are known. <br /> <br /> Mr. Caravati said he would encourage this expenditure as an efficiency move <br />rather than having to manipulate budgets which is not business like. <br /> <br /> Mr. Lynch said that he has a general observation: while the City's budget went <br />up 5.5%, we are only letting agencies go up 1.5%. He said that if they are having a <br />positive impact in Council's priority areas it is in our interest to fund them so they can <br /> <br /> <br />
