Mr. Lynch asked why Headstart only received a 2% increase. He said he would <br />like to fully fund Hope House and Headstart. <br /> <br /> Ms. Peacock said that fully funding these programs can throw the agency reviews <br />out of whack. <br /> <br /> Mr. Lynch said that if SARA and SHE are doing an excellent job he would like to <br />fully fund them. He said TeenSight is also good and he would like to put money into this <br />program. <br /> <br /> Ms. Baker said that the re view team wanted to make sure that money is being put <br />where it best helps the community. <br /> <br /> Dr. Brown said he thinks it becomes unfair to start tinkering with the agency <br />funding. <br /> <br /> Ms. Hamilton said that in general she is comfortable letting the review process <br />stand. <br /> <br />Mr. Caravati said he would favor adding funding for MACAA. <br /> <br /> Ms. Hamilton said that QCC was not given an excellent rating, but is a <br />community priority. She suggested providing $10,000. <br /> <br /> Dr. Brown noted that the NAACP is talking about increasing parental <br />involvement in schools and this ties in with the QCC program. <br /> <br />Mr. Schilling asked for a history of funding for QCC. <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, explained that QCC started <br />in 2000 as a City funded program with the understanding that it would become self- <br />sufficient in 2003. She said that last year QCC received funding out of Council's reserve <br />fund. <br /> <br /> Mr. Lynch said he supports the goal of gradually getting QCC to be self- <br />sufficient. He said he sees value to them having at least one partnership with the City. <br />He said the school issue is closer with our priority that what they applied for. He <br />supported providing funding subject to a program. <br /> <br />Mr. Caravati supported adding $3,000 for Eldercare. <br /> <br /> Ms. Peacock said that the amount recommended for JABA was their original <br />request, but they came back and later asked for more. <br /> <br /> Responding to a question from Mr. Schilling, Ms. Peacock said the funding for <br />JABA is based on the number of participants. <br /> <br /> Dr. Brown said that the Boys and Girls Club was highly recommended by the <br />review team but was not recommended by the City Manager because it is considered a <br />new program. He said this program addresses school achievement issues and prevents <br />kids from entering the courts and he would support funding it. <br /> <br /> Mr. Caravati agreed and said funding would help them as they embark on their <br />capital campaign. <br /> <br /> Mr. Schilling asked how much the Boys and Girls Club receives in indirect <br />support, and Ms. Peacock said $38,000 for their current building. <br /> <br /> Mr. Lynch said he would like to further discuss funding for the City Center for <br />Contemporary Arts and McGuffey Arts Center. <br /> <br /> <br />
