Mr. Lynch suggested that we continue to fund Mclntire Park at the current level,
then decide when we have a report about whether to reprogram them.

Mr. Svetz said a report will be completed by next November.

Dr. Brown said he would like to discuss this money when we get the report.

Mr. Schilling said he would like to move the money now, and Ms. Hamilton and
Mr. Caravati agreed that it would be put in the parks fund for one year.

Dr. Brown asked for an outline of next steps for Jefferson School.

Ms. Small-Toney said that a contract has been signed with Train Architects who
will help with design concepts for three uses (African-American Heritage Cultural
Center, library and restoration of Carver Recreation Center). She said a committee is
studying the cultural center concept and the concept will be brought back to Council.

Mr. Lynch said that one important thing that the architects determined is that it
would not take too much to increase the support for the first floor of Jefferson so that it
could hold books.

Mr. Schilling said he heard that a major redesign of the amphitheater was before
the Board of Architectural Review due to cost cutting measures. He asked about the cost
and if the City will be receiving a portion of that back.

Mr. Watts said that the original estimate was for $3.4 million total for
construction, but the bids came in between $5 million and $7 million. He said it was
redesigned in order to reduce the cost and allow it to move ahead. He said that the
developer is obligated for any cost over $3.4 million.

Mr. Schilling said he would like an update on what has been changed as the
amphitheater was approved by Council based on what it looks like. He said he would
like to see whether we like the redesign.

Mr. O'Connell said the specifics will be sent to Council, but noted that the general
concept for the design has not changed.

Ms. Hamilton agreed that she would like more information on the amphitheater
design.

Ms. Hamilton asked if money in the housing initiatives fund could be used to help
critical employees such as fire, police and teachers, live in the City.

Mr. O'Connell said the fund is intended broadly for affordable housing.

Mr. Jim Tolbert, Director of Neighborhood Development Services, said that some
of this money will be used for the housing trust fund which could be used to help these
employees.

Mr. Caravati noted that two outside private groups are also trying to address this
issue.

Mr. Schilling requested information on the cost of the roof replacement for the H
& R Block building. He said the assessment looks low and asked what the justification is
for the City to continue to own it. He said he would like to see it get back in private
hands.

Mr. O'Connell said the City has been trying to gain control of the two blocks in
order to look at a major development. He said the plan is to sell the building at that time.
