OTHER BUSINESS <br /> <br /> Mr. Lynch noted that Council had talked about discussing things off-budget, and <br />he asked the City Manager to provide a time-line for discussions or work sessions. <br /> <br /> Mr. O'Connell said that the transit route study will be on the April 18th agency <br />and the longer term issue of County funding may not come until the fall. He said a <br />working group will begin to study the fire station location and fire service study. <br /> <br /> Ms. Hamilton suggested that a work session be delayed on the fire issues until the <br />study is completed. <br /> <br /> Mr. O'Connell said that changing the car valuation method cannot be put into <br />place until January 2006. Mr. O'Connell said that the agency review issue was <br />tentatively scheduled for a June work session. He suggested that the issue of tax relief <br />versus deferral be placed on a regular agenda to get guidance prior to having a work <br />session. <br /> <br /> Mr. Caravati said that this should be discussed in time to get any legislation that <br />may be needed to the General Assembly. <br /> <br />Mr. Lynch suggested studying this in July. <br /> <br /> Mr. O'Connell said that questions arose about the Jail and Juvenile Detention <br />Center (reducing the use and cost and the formula), and suggested this be discussed at a <br />regular meeting. He said the timing for this is not as critical as other issues. <br /> <br /> Ms. Hamilton said she would like to get information sooner rather than later, and <br />suggested flipping the car valuation discussion with the jail. She said the jail issue is <br />very complex and there are a lot of pieces involved. <br /> <br />Mr. O'Connell said this could be ready late May or early June. <br /> <br />Mr. Caravati said we need to remember that there are partners in the jail. <br /> <br />Mr. O'Connell asked if there are other issues that Council would like to raise. <br /> <br />Mr. Caravati said the police strategic planning process is ongoing. <br /> <br /> Mr. O'Connell said that the Comprehensive Plan process will provide an <br />opportunity for a community discussion about where the City is going in general with <br />City services. He said this will help guide the budget process. He said a strategic plan <br />will be developed for the entire City. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
