NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, April 18, 2005 AT 10:30 a.m. IN THE Conference Room A at the <br />Albemarle County Office Building - 5th Street, 1600 5th Street <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Water Supply meeting with Albemarle County Board of Supervisors and <br />Rivanna Water and Sewer Authority (and Regulators) <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />ALBEMARLE COUNTY OFFICE BUILDING - 5x}I STREET - April 18, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Absent: Mr. Schilling. <br /> <br /> The meeting was attended by members of City Council, Albemarle County Board <br />of Supervisors, Rivanna Water and Sewer Authority, and Albemarle County Service <br />Authority and state and federal regulators. <br /> <br /> Mr. Mike Gaffney, Chairman of the Rivanna Water and Sewer Authority <br />explained that the purpose of the meeting is to meet with state and federal regulators. He <br />noted that RWSA is still considering four options for future water supply, and no <br />decision has been made at this time. <br /> <br /> Regulators responded to questions asked in advance by members of the Board of <br />Supervisors. <br /> <br /> Mr. Joseph Hassell, Department of Environmental Quality, said DEQ issues <br />permits that involve wetland, streams, stream flow and water withdrawal. He said they <br />generally issue permits within one year of application. He said they seek <br />recommendations from five other agencies, including the Virginia Department of <br />Transportation, and applications are considered concurrently by these agencies. <br /> <br /> Mr. Tony Watkinson, Marine Resources Commission, said his agency issues <br />permits in submerged land and would issue permits for a pipeline to the James River and <br />any pipeline crossing over waterways. He said they do a public interest review <br />concurrently with DEQ and coordinate with other agencies. He said his agency would <br />have the most involvement if the James River pipeline alternative is chosen. <br /> <br /> Mr. Mike Schwin, U. S. Army Corp of Engineers, said that among other things, <br />they would be involved in issuing permits for the water supply alternatives and with the <br />discharge of dredge material, and said they try to process applications within 120 days, <br />but up to one year. He said they coordinate with DEQ on a concurrent basis. <br /> <br /> Mr. Jim Moore, Department of Health, said they have no direct involvement with <br />raw water. He said that once an alternative is chosen they will be involved in the <br />construction permit for pumping and operations. He said they are more interested in <br />water treatment and the finished water quality. <br /> <br /> Mr. Peter Stokely, Environmental Protection Agency, said they review <br />applications to make sure they are in compliance with the Clean Water Act. He said <br />there is a 30 day review period. He said permits are issued only for the least damaging <br />overall alternative. He said they provide comments to the Corps of Engineers. <br /> <br /> Ms. Lynn Crump, Department of Conservation and Recreation, said they make <br />comments relative to scenic and recreational resource protection to DEQ. <br /> <br /> Mr. Robert Cooper, Department of Conservation and Recreation, said they have <br />no regulatory role, but would deal with bringing upper and lower Ragged Mountain dams <br /> <br /> <br />
