Mountain would be approved given the alternatives. <br /> <br />Mr. Schwin said the Corps will never pre-judge the process. <br /> <br /> Mr. Hassell said that it would be difficult to have a new reservoir approved <br />because the aquatic impacts would be large and there would be large inundation of <br />streams. He said it would be hard to stack that alternative up against other projects. <br /> <br /> Mr. Brian Watson, Game and Inland Fisheries, said Buck Mountain is a known <br />location for the spiny mussel and a formal inquiry would be required. He said this would <br />be a definite "take" situation of an endangered species and a reservoir there would likely <br />not be supported. <br /> <br /> Mr. John Kauffman, Game and Inland Fisheries, said that the potential for the <br />spiny mussel at Buck Mountain was known before the land was condemned but it was <br />not pursued until later. <br /> <br /> Mr. Lynch asked what defines a project as practicable. He said that two years ago <br />the James River was not identified as practicable and he doubts that it is now. He said if <br />it is dropped off the list as practicable it would make it easier for everyone. <br /> <br /> Mr. Schwin said that the Corps determines if it is not practicable and should be <br />taken off the table. He said that fact that this might not be included as an alternative does <br />not mean it would not be considered. <br /> <br /> Mr. O'Connell asked who should attend the pre-application meeting, and Mr. <br />Schwin said whoever is doing the planning and the consultants who have done the work. <br />He said DEQ will be at this meeting as well. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
