10 <br /> <br /> Mr. Tolbert said that if we abandon a project we will have to give the money <br />spent back to VDOT. <br /> <br /> Ms. Hamilton asked what happens if state money dries up, and Mr. Tolbert said <br />we could still manage federal projects. <br /> <br /> Mr. Lynch said he is comfortable moving forward, but acknowledged that there is <br />risk in getting out. <br /> <br /> Ms. Hamilton expressed concern about the program being a burden on staff and <br />questioned if we have the needed expertise. She said she can support it as long as we <br />keep a firm hand on the consultant. <br /> <br />Mr. Schilling asked for scenarios if we run over on the cost of projects. <br /> <br /> Mr. Tolbert said we could choose not to move forward, could put more money in <br />from elsewhere or from the City's allocation into the project. <br /> <br /> Mr. Schilling said he thinks the local control of the funds might be a good idea, <br />but he is concerned about going forward because of our responsibility for cost overruns, <br />especially in light of recent and substantial cost overruns on the Charlottesville High <br />School renovation and the Transit Center. <br /> <br /> Mr. Caravati made a motion to authorize the City's management of its urban <br />allocation and Ms. Hamilton seconded the motion. <br /> <br /> Mr. Lynch said that while we assume some risk, it could be a real positive step to <br />be able to manage projects more efficiently, and said this could be done with the transit <br />center. <br /> <br /> Ms. Hamilton said she is not excited about spending $600,000 on the transit <br />center. <br /> <br /> Mr. Caravati said that the primary reasons to manage our urban allocation are to <br />have control over projects and save money. <br /> <br /> Dr. Brown said he shares the reservations expressed about the risks, but thinks <br />that the things we are looking at are doable, and we have the option to decide not to do it <br />in the future. He said he will support the resolution. <br /> <br /> The resolution authorizing the City to manage its urban allocation was approved <br />by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: <br />Mr. Schilling. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager, or his designee~ to sign the following <br />document, in form approved by the City Attorney: <br /> <br />Agreement between the City of Charlottesville and the Virginia <br />Department of Transportation for Urban System Construction <br />Program Administration. <br /> <br />RESOLUTION: AUTHORIZING STUDY OF FIRE STATION LOCATION <br /> <br /> Mr. O'Connell said that the issue of studying locations for a future fire station, <br />particularly in the south side of the City, was discussed during the budget process. He <br />said response time has increased due to traffic congestion. He said the resolution before <br />Council also recognizes that a possible merge with Albemarle County will be studied. <br /> <br /> <br />
