Ms. Hamilton made a motion to amend the Policy to include the goal of 50% of <br />median household income in Charlottesville and Mr. Caravati seconded the motion. <br /> <br />Mr. Lynch noted that we are setting a tough goal. <br /> <br /> The amendment was approved by the following vote. Ayes: Dr. Brown, Mr. <br />Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br /> The Housing Policy Strategy, as amended, was approved by the following vote. <br />Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br /> Ms. Hamilton said she feels the number of task force members should be cut in <br />half to be effective. <br /> <br /> Mr. Tolbert suggested that the Police, CRHA, PHA, and City staff be ex-officio <br />and non-voting members. <br /> <br />Dr. Brown suggested eliminating the banker and School Board member. <br /> <br /> Mr. Schilling said he thinks a banker would be important, but agreed with having <br />no School Board member. <br /> <br /> Ms. Hamilton questioned the need for a developer, but Mr. Tolbert said they <br />understand the cost to get housing on the market. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, a nine member task force <br />composition (Mayor/City Councilor; Chamber of Commerce; Charlottesville-Albemarle <br />Association of Realtors; banker; School Board member; Neighborhood Association; <br />Planning Commission; developer; Rental Property Manager) was approved by the <br />following vote for the task force. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch, Mr. Schilling. Noes: None. <br /> <br />Dr. Brown said he would favor adding affordable rental housing to the charge. <br /> <br /> Mr. Lynch said that there are five annual products specified in the charge. He <br />said we should make it clear that there is staff support for this and that they will be done <br />with input from staff who will oversee the preparation of the products. <br /> <br />Mr. Tolbert suggesting adding "working with assigned staff." <br /> <br /> Dr. Brown asked that language regarding the charge for affordable rental housing <br />be circulated among Council. <br /> <br /> Ms. Hamilton made a motion to approve the committee charge, pending approval <br />of the language regarding affordable rental housing, and Mr. Lynch seconded the motion. <br /> <br /> Mr. Caravati said he hopes the task force will try to focus on at least stabilizing <br />existing affordable rental housing. <br /> <br /> The charge of the task force was approved by the following vote. Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />REPORT: COMMISSION ON CHILDREN AND FAMILIES YOUTH ASSET <br />REPORT <br /> <br /> Ms. Winx Lawrence, representing the Youth Asset Committee, discussed the <br />2003 Community Needs Assessment which targeted middle and high school youth. Ms. <br />Lawrence said that the Committee involved youth in the discussion and then made <br />recommendations. The main concern expressed was the lack of things to do after school. <br />Barriers to youth involvement in activities included lack of peer participation, financial <br />cost and transportation. She said youth would like to see a teen club for after school <br /> <br /> <br />
