NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, May 16, 2005 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - May 16, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet in <br />closed session for discussion and consideration of appointments to City boards and <br />commissions, including the Charlottesville Schools Advisory Commission, and for a <br />performance evaluation of the City Manager, as authorized by Section 2.2-371 i(A)(1) of <br />the Virginia Code; for discussion and consideration of the disposition of City-owned real <br />property located on Water Street and on South Street, where discussion in an open <br />meeting would adversely affect the negotiating strategy of the City, as authorized by <br />Section 2.2-371 l(A)(3) of the Virginia Code; and for consultation with legal counsel <br />regarding the specific legal matter of negotiation of a contract with Charlottesville <br />Parking Center, Inc., regarding the sale of property, as authorized by Section 2.2- <br />371 l(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Lynch, seconded by Ms Hamilton, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch. Noes: None. Abstaining: <br />Mr. Schilling who was not present during the discussion of the Charlottesville Schools <br />Advisory Commission. Absent for the vote: Mr. Caravati) that to the best of each <br />Council Member's knowledge, only public business matters lawfully exempted from the <br />open meeting requirements of the Virginia Freedom of Information Act and identified in <br />the motion convening the closed session were heard, discussed or considered in the <br />closed session. <br /> <br />COUNCIL CHAMBER - May 16, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: SMALL BUSINESS APPRECIATION WEEK <br /> <br /> Dr. Brown announced that Charlottesville High School has been named as one of <br />America's best high schools by Newsweek. <br /> <br /> Dr. Brown announced that the Spotlight Award was recently presented to Deputy <br />Fire Chief Charles Werner by the Virginia Piedmont Technology Council. <br /> <br />Dr. Brown presented the Business Appreciation Week proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. Jerry Deily, 1309 Carter Lane, representing Virginians for High Speed Rail, <br />requested that Council adopt a resolution in support of a better rail system or send a <br />representative to the meeting on May 17th. <br /> <br /> Mr. Kenneth Jackson, 1437 Rugby Avenue, gave Waste Management credit for <br />their service. He said he is disturbed, as a Section 8 recipient, that the Housing Authority <br />Director was fired. Regarding Council' s vision, he asked where low and moderate <br /> <br /> <br />
