said it is not the case that staff has mismanaged this project. He said the public supports
this project as have the majority of Council.

Dr. Brown noted that neither he nor Ms. Hamilton were a part of previous
discussions of the project. He said he thinks it is noteworthy that the project is 99% grant
funded. He said this will bring the east end of the mall to conclusion.. He said he
understands Mr. Lynch's concern that the use of funding here could affect where else it
could be used, but he said he would like to see the project move forward.

Ms. Hamilton said that most of the discussion of this project occurred before she
was on Council. She said she feels the time to say no to the project was at the beginning.
She said if we just say no to this funding for the project, the funds to make it up will have
to be paid by taxpayers.

Mr. Lynch said Dr. Brown and Ms. Hamilton make good points. He said he is not
against the project which he supports generally, but that does not mean we have to
swallow a $3.8 million cost increase. He said that nothing he has shows the escalation of
the price. He asked at what point do we insist on sticking with our original dollars.

Mr. O'Connell noted that the June 7, 2004 minutes refer to additional grant fund
being sought.

The $3,811,706 appropriation for the Transit Center (Federal and State Funds),
which was offered at the June 6th meeting, was approved by the following vote. He suggested building into future leases the requirement that the
building has to be moved if adjacent businesses need the space for something like a crane
if they need to do repairs.
