2 <br /> <br /> Mr. Watterson said Route 5 is proposed to be made a 90 minute round trip instead <br />of 60 minutes and it is proposed to put Route 7 north of Fashion Square on Route 5. He <br />said a 30 minute round trip is too expensive for the County. <br /> <br /> Mr. Caravati asked if it is too expensive for the County because of the ridership, <br />and Mr. Waterson said he will find out. <br /> <br />Mr. Lynch asked if the route can be changed to make the round trip faster. <br /> <br /> Mr. Watterson said this could be done, but pedestrian crossing of Route 29 North <br />is unattractive and the current route gets people to their destinations. He said the <br />philosophy is that the route is more for shopping and not as much a commuter line. <br /> <br /> Mr. Watterson said that Route 10, which currently goes to Wilton Farm <br />Apartments, Pantops and State Farm, is currently used by about half City and half County <br />residents. He said the plan is to have it only come downtown once an hour and expand it <br />to Westminster-Canterbury, Martha Jefferson Hospital, and the Social Security office. <br />He said these changes offer the opportunity to increase riders over time. <br /> <br /> Mr. Lynch asked about only taking the route to Martha Jefferson Hospital <br />downtown, and Mr. Watterson said they are trying to hook up with the Transit Center. <br />He said the bus could cross over the mall on 2nd Street if Council approves. <br /> <br /> Mr. Lynch said if we had a back bone and feeder system we would not have to <br />bring everything to the downtown Transit Center. <br /> <br /> Mr. Watterson noted that there is no funding agreement with the County on the <br />proposal for Route 10. He said if we want to look into implementing this change in <br />August he suggested deferring the Southwood route until next year. <br /> <br /> Responding to a question from Mr. Lynch about the status of County funding, Mr. <br />Watterson said that a letter was sent to the County on June 1 st. He said the letter <br />acknowledged the federal assistance the City receives and offered to give this as a credit <br />to the County. He said when the County proposes an amount back it will be an issue for <br />Council. He said the County is being asked to participate in planning. He said the <br />County is also being asked to contribute to night service. He said the City is likely to get <br />a grant to cover half the cost of night service, and the County is being asked for the other <br />half. <br /> <br /> Dr. Brown said he would like to see the City and County work together to make <br />transit work. He said his interest in offering to share the subsidy and to have the County <br />join us is to make transit genuinely available. <br /> <br /> Mr. Caravati said that the federal grants are for the administrative side which is <br />done by the City. He said if we give up 40% of that we still have those costs. <br /> <br /> Mr. O'Connell said that the proposal is to share the grant money but allocate the <br />cost. <br /> <br /> Mr. Caravati asked if there is a fail safe clause if the grants are reduced, and Mr. <br />Watterson said yes, there is a 60 days termination notice. <br /> <br /> Mr. Lynch said that what we are getting to is will the County support service in <br />the urban ring. <br /> <br /> Dr. Brown said he would like to see a bigger community dialogue about transit. <br />He asked if we go out 5th Street will more stops be incorporated. <br /> <br />Mr. Watterson said that was included in the proposal. <br /> <br />Mr. O'Connell asked if there is a consensus about the Southwood route. <br /> <br /> <br />
