4

Dr. Brown asked Mr. Lynch to speak to the point of them.

Mr. Lynch said that 225 parking spaces were proposed at the Albemarle Hotel site
which would need City help in order to happen. He said if we could get grants funds to
help build the parking structure, a transit facility could be put out front. He said if we get
enough structured parking we could free up on street parking and have a dedicated transit
lane. He said people could park there and use the trolley and it could be used as a
transfer center that would be sheltered with seats.

Dr. Brown expressed concern about where parking would be and how you would
get to the parking.

Mr. Caravati said that a public/private partnership would be needed.

Mr. Lynch said if the City put $2 million or $3 million on the table we could build
a good size parking garage. He said in five years we could have a series of centers with
parking along W. Main Street with several grants.

Mr. Caravati said we would need a willing partner.

Dr. Brown said we would need to address the value of this to the transit system.

Mr. Watterson said that having attractive sheltered centers is a wonderful idea.
He said he would like to think of it as a linear concept. He said the corridor will not be
transformed until we have a series of them.

Mr. O'Connell said staff could get together a proposal for a grant application for
Council' s consideration.

Mr. Watterson said he does not think parking would have to happen at the same
time.

Mr. Lynch said there could be transit enabled economic centers.

Mr. O'Connell suggested that staff revisit the WRT studies and talk with FTA
about these proposals.

The meeting was adjourned.

President Clerk
