Mr. Schilling said he will recuse himself due to a possible conflict of interest. <br /> <br /> Mr. Lynch said he is generally in favor of the proposal, but would like to have <br />more definition in the contract. <br /> <br />Mr. Tolbert said that if Council agrees the City Attorney can prepare a contract. <br /> <br /> Mr. Lynch said it seems that the third mortgages get forgiven after 30 years, and <br />asked if other projects have provided for money to be gotten back. <br /> <br /> Mr. Tolbert said this is the same as other proposals, and money is gotten back <br />unless the owners stay in the property for 30 years. <br /> <br /> Mr. Brown said repayment of the third mortgage up to 30 years can be included in <br />the contract. He asked if the $75,000 should be spread out if there are more than four <br />houses. <br /> <br /> Mr. Caravati said he has a lot of questions. He said the concept is great, but we <br />need to do more scrutiny. He said the financials raise a lot of questions. He said he <br />does not want to defer, but wants more due diligence done. <br /> <br /> Mr. Brown suggested that staff get together with Habitat and draft a funding <br />agreement and that the contract be brought back to Council. <br /> <br /> Dr. Brown said that to tangibly expand affordable housing we need to take <br />advantage of opportunities such as this. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, Council voted to defer the <br />request to July 18th pending development of a contract for Council to review by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Mr. Lynch. Noes: None. <br />Abstaining: Mr. Schilling. Absent: Ms. Hamilton. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell explained that Council has to authorize an appeal process in order <br />to prevent trains from blowing their horns at crossing. He said data on crossings has to <br />be collected. He said staff is not sure long an appeal will take. <br /> <br />Councilors expressed agreement about the appeal. <br /> <br />Dr. Brown asked that staff move on this as quickly as possible. <br /> <br /> Mr. O'Connell said that the packet is being put together for the July 14th work <br />session on agency budget review processes, and the budget work plan will also be <br />discussed at that meeting. <br /> <br /> Dr. Brown said that Ms. Hamilton is interested in stepping down from the <br />Metropolitan Planning Organization and he is interested in taking her place. <br /> <br /> Mr. Caravati said he would like to think about this appointment more as he might <br />be interested. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
