4 <br /> <br /> Ms. Hamilton suggested youth as the focus area, and said we have research done <br />to indicate where the need is and where there are resources already. <br /> <br /> Mr. O'Connell said staff will take away what has been heard and will come back <br />with a statement and a process for Council's consideration, which will include incentives <br />and an entrepreneurial approach. <br /> <br /> Dr. Brown said he is supportive of this, but Council may need to discuss this more <br />to clarify and flesh it out further. <br /> <br /> Mr. O'Connell asked for Council's direction and agreement to have an October <br />budget work session and public involvement, a discussion of budget guidelines in <br />November, and a January budget work session. <br /> <br /> Dr. Brown asked that Councilors find some way to give thought to bigger picture <br />questions prior to the budget process beginning rather than having questions sent to staff <br />during the budget process. He said it is difficult for staff to respond at that time and <br />Council becomes inundated with information. <br /> <br /> Ms. Hamilton said she would like to find a way to spent time well in advance in <br />areas such as Public Works which would help her be better prepared for the budget. <br /> <br /> Mr. Lynch said he would like to see City departmental budgets put together the <br />same as agency budgets, including missions and goals. He said he thinks this would be <br />helpful to the public. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch Council voted to meet in <br />closed session (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br />Noes: None) for the purpose of discussing appointments to the Charlottesville <br />Redevelopment and Housing Authority as authorized by Section 2.2-3 711 (A)(1) of the <br />Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
