Mr. Caravati made a motion to authorize an appeal of the mid-term census <br />numbers, and Mr. Lynch seconded the motion. Mr. Lynch asked that a status report be <br />provided to Council. <br /> <br />Mr. Tolbert said that the appeal is due in October. <br /> <br /> The appeal of the mid-term census numbers was approved by the following vote. <br />Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />REPORT: STORMWATER MANAGEMENT STATUS REPORT <br /> <br /> Ms. Kristel Riddervold, Environmental Administrator for the City, provided an <br />overview and status update of the City's stormwater management program. Ms. <br />Riddervold said that the City was designated by EPA and DEQ as a small municipal <br />separate storm sewer system (MS4) and is subject to Phase I! requirements. She said that <br />the program must address six minimum control measures: public education, public <br />involvement and participation, illicit discharge detention and elimination, construction <br />site storm water runoff control, post-construction storm water management, and <br />municipal operation pollution prevention. Evaluation/assessments through annual reports <br />must be made to the regulatory agency. Ms. Riddervold said that funding sources <br />include: general fund, enterprise fund, and grants. She noted that current funding does <br />not match our proposed program costs, and staff continue to explore funding options, <br />including a stormwater service fee. She showed the updated system mapping with the <br />three major basins within the City boundaries: Meadow Creek, Moore's Creek, and <br />Urban Rivanna. Ms. Riddervold said that the Stream Protection Task Force continues to <br />define water quality improvement and stream protection needs/opportunities for the City. <br /> <br /> Mr. Lynch asked if vegetative materials are being used to help the major creeks, <br />and Ms. Riddervold said yes and this is currently happening in our parks. <br /> <br /> Ms. Hamilton asked how close we are to getting our feeder streams and creeks <br />protected. <br /> <br /> Ms. Riddervold said this is under discussion and there is not a clear consensus <br />about the benefit of this versus other measures. <br /> <br /> Ms. Hamilton asked about educational efforts, and Ms. Riddervold said she is in <br />the process of putting together information to send out to residents who live in buffer <br />areas. She said she is also tackling businesses and commercial areas. <br /> <br /> Dr. Brown said he would like to get an update on our current stream ordinance, <br />especially regarding construction areas, and any enforcement issues that may exist. He <br />said we should talk about what the next phase should be. Dr. Brown suggested that the <br />City recognize businesses that are taking extra steps to help, and asked Ms. Riddervold to <br />think about ways to do this. <br /> <br />Ms. Hamilton suggested thinking about adding such extra steps to proffers. <br /> <br /> Mr. Caravati said the next step is to think about ways to fund the program, <br />especially enforcement and creative alternatives. <br /> <br /> Ms. Hamilton asked if a service fee would allow us to expand programs and beef <br />up staff, and Ms. Riddervold said yes. <br /> <br />Mr. Caravati said we do not have any choice as this is a legal mandate. <br /> <br /> Mr. Lynch asked about interim measures to help smaller streams, and Ms. <br />Riddervold said focusing on information and education on how to manage properties on <br />those waterways. <br /> <br />REPORT: CHARLOTTESVILLE COMMUNITY SCHOLARSHIP <br /> <br /> <br />
