390 <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, Mr. David Toscano and Mr. <br />Francis Fife were appointed to serve on the Housing Trust for Piedmont Housing <br />Alliance by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch. Noes: None. Abstaining: Mr. Schilling.. <br /> <br /> Mr. Lynch said he thinks there are two issues worth talking about on North <br />Berkshire, traffic calming and drainage. <br /> <br /> Dr. Brown said that the barrier was approved as part of a whole package of traffic <br />calming recommended by the neighborhood, and meetings about them involved <br />Albemarle County residents. He asked if now that we have the barrier in place can we do <br />a survey to see if the neighborhood continues to support it. He said it could be done now <br />or wait until Albemarle Place is constructed since the issue is cut through traffic. <br /> <br /> Mr. Tolbert explained that the project came up with the Meadows neighborhood <br />years ago and it was their #1 priority. He said there was concern about Albemarle Place <br />but there was also cut through traffic independent of that. When Albemarle Place plans <br />were reviewed, the City fought with the County to try to get them to realign the entrance <br />so did not line up with Cedar Hill, but got no support. He said the City estimates that <br />40,000 trips a day could be generated from the shopping center. He said a series of <br />meetings were held with the neighborhood, and Albemarle residents were invited at the <br />request of the County. He said a series of improvements were balloted, which included <br />speed humps and a diverter. He said the speed humps have already put in. He said the <br />measures passed by 81%, with only City residents being balloted. He said flex posts <br />have been put in so residents can see what is proposed, and changes were made at the <br />request of the Fire Department. He said another fire hydrant is being added. He said the <br />status is that a contract has been awarded to do the permanent work which will likely be <br />done in 30 to 60 days unless they are redirected to do otherwise. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Tolbert said that 236 ballots <br />were mailed to property owners and tenants and 134 were received back. He noted that <br />the property owner's vote negated the tenant's vote. <br /> <br /> Mr. Lynch said that a series of meetings were held with the neighborhoods and <br />Neighborhood Development Services, and he went to a few. He said they were well <br />attended and the majority supported the traffic calming. He said he thinks it is a great <br />idea to put the sticks out there as it gives people an opportunity to see if they have second <br />thoughts about the barrier. He suggested that the construction be done in the later part of <br />the contractor's schedule. He said he has heard about the inconvenience of not being able <br />to cut through the neighborhood and he thinks there are ways to work with the County to <br />alleviate the concern. He said that when the entrance to Albemarle Place was designed so <br />that it lined up with the neighborhood street, the City wanted access from Rt. 29, but the <br />entrances were staggered so you cannot easily get across Rt. 29. <br /> <br /> Dr. Brown suggested looking at a solution similar to that at Rugby Avenue and <br />Rt. 250 Bypass where you can come out but cannot come in from Hydraulic Road. He <br />said Council could say that in lieu of pursuing the barrier we could ask the County to <br />reconsider the entrance location. He said there is currently cut through traffic and it will <br />be a disaster when Albemarle Place is developed. <br /> <br /> Ms. Hamilton said she likes to promote connectivity, but this is an issue of cut <br />through traffic. She said the real issue sounds like the speed of traffic and that is partly <br />an enforcement issue. She noted that County residents expressed similar concerns about <br />Hillsdale Extension. She said it is incumbent on us to go back to County, noting that we <br />have two years to figure it out before Albemarle Place is developed. <br /> <br /> Mr. Schilling said we need to strive for consistency in what we are doing. He said <br />he would like us to go to the County. He said he would hate to get into a battle of closing <br />off streets. He said he is not sure of the reasons they gave for lining roads up, and it <br />would be helpful to understand what their perspective was. He suggested going on a staff <br /> <br /> <br />
