384 <br /> <br /> Mr. Caravati noted that other City resources are typically focused on those <br />priority neighborhoods during that period as well. <br /> <br /> Ms. Hamilton said that having designated neighborhoods provides an opportunity <br />to build leadership in those neighborhoods. <br /> <br /> Mr. Tolbert said that the Housing Authority's sites on Michie Drive and Riverside <br />Avenue would not be eligible for funds because they are not in an eligible neighborhood. <br /> <br /> Mr. O'Connell suggested that if Council designates the Housing Authority as a <br />priority neighborhood some creative thought be given to try to leverage the funds. <br /> Mr. Tolbert said the Housing Authority is looking at development of the Levy <br />Ave lot and funds could be used there to help with that effort. <br /> <br />Ms. Hamilton said she would like to add school achievement to the priority list. <br /> <br /> Mr. Lynch suggested combining it with economic development, but Ms. Hamilton <br />said she would prefer to have it as a separate item. <br /> <br />Dr. Brown supported adding student achievement to the priority list. <br /> <br /> Ms. Hamilton said she would support maintaining home ownership and home <br />owner rehabilitation, perhaps focusing on affordable home ownership. <br /> <br /> Mr. Tolbert asked whether the emphasis would be on home ownership or home <br />owner rehabilitation, and noted that we have a lot more rehabilitation requests than <br />funding. <br /> <br />Ms. Hamilton said she is happy to throw her support behind that idea. <br /> <br /> Regarding priority, Ms. Hamilton said she is hearing that we do not need to add <br />language to the existing priorities, but just need to add a 6th priority for school <br />achievement. <br /> <br /> Mr. Schilling said he is not comfortable designating the Housing Authority as a <br />target neighborhood because he is not comfortable with designating a target <br />neighborhood period. <br /> <br /> Mr. Caravati said he is not comfortable designating the Housing Authority at this <br />point. He said that with a new executive director maybe the question is if the Housing <br />Authority is designated can he get a program together in a year and a half?. He noted that <br />this is a three year investment. <br /> <br /> Dr. Brown said that even if the Housing Authority has ambitious projects, there is <br />plenty of need. He said he thinks we should do it for a year initially to get an idea of the <br />big picture where we might be going. He said hopefully we would be going somewhere <br />ambitious and bold. <br /> <br /> Ms. Hamilton said she is fine with that. She said she has felt a certain amount of <br />misgiving, and has not contacted the executive director about the issue. She said it is nice <br />to give the funding, but she would like an idea about something they can use or want. <br />She said the notion is they have plenty of needs, including lighting, gutters, and paving. <br />She said she is comfortable giving a quick injection for one year if that is the will of <br />Council. She said if there is a three-year commitment, a lot of things could happen. <br /> <br />Mr. Lynch agreed with Ms. Hamilton. <br /> <br /> The majority of Council agreed with designating the Charlottesville <br />Redevelopment and Housing Authority as the target neighborhood for one year. <br /> <br /> Council was comfortable with the amount recommended for administration and <br />planning. <br /> <br /> <br />
