386 <br /> <br /> Mr. O'Connell said that since the building is City and County owned, he would <br />like to get Council' s concerns and see if staff can come to an agreement with the County, <br />and present the issue back to Council. <br /> <br /> Mr. Caravati said this really acts as a reverse mortgage, and the owner usually <br />upfits the property and amortizes the cost over years. <br /> <br /> Mr. Lynch agreed with Mr. Caravati and said some of the items are the normal <br />responsibility for the tenant and some are beyond that. He said he thinks it is appropriate <br />for the property owner to take care of the major items. He said he is fine with making an <br />adjustment to the cap. <br /> <br /> Ms. Hamilton said she has no experience in the real estate market and it would be <br />helpful in making a better decision to have a better understanding of what the $25,000 <br />discount would be paying for. <br /> <br /> Regarding the value, Mr. Schilling said he checked where the square footage <br />came from, and it was assessed by the City Assessor this year. He said he does not know <br />if this included maintenance, but no discount was given in the value. <br /> <br /> Mr. Brown asked Council to let staff know if they have other issues. He said he <br />will bring the matter back in September. <br /> <br />RESOLUTION: DESIGN GUIDELINES FOR ENTRANCE CORRIDORS <br /> <br /> Mary Joy Scala, Planner in Neighborhood Development Services, explained that <br />the Planning Commission recommended approval of the design guidelines for entrance <br />corridors unanimously. She said the Planning Commission serves as the corridor review <br />board. She said they worked to make sure the guidelines reflect the character of the City. <br />She said the design principles provide the basis of the guidelines and the guidelines are <br />intended to inform applicants and the public regarding expectations, and provide for an <br />objective and fair review. She noted two changes suggested by Mr. Lynch to the maps, <br />the correct alignment for the Hillsdale Drive Extension and the fact that the Jefferson <br />Park Avenue/Fontaine Avenue improvements will use the context sensitive option. <br /> <br /> For the benefit of the public, Mr. Schilling asked how the guidelines will actually <br />be applied to individuals, merely as suggestions or hard and fast rules, and how will that <br />be worked out. <br /> <br /> Ms. Scala said it will be somewhere in between the two. She said the Planning <br />Commission will use the guidelines as guidance, but they will use their judgment in <br />applying them. <br /> <br /> Mr. Caravati expressed concern about the thickness of the book. He said he also <br />questions the Planning Commission making those decisions as they do not have the <br />expertise. He said he did not like the idea of them being the review board in the first <br />place. He encouraged that thought be given about institutionalizing this in a different <br />way because of the amount of expertise that will be required as corridors are built upon. <br /> <br /> Dr. Brown thanked staff for their hard work. He said he finds the guidelines <br />accessible and understandable and said they will give guidance to the public. <br /> <br />Mr. Lynch noted that a copy of the guidelines is available on the City's website. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the Resolution Approving <br />Design Guidelines for Entrance Corridors was approved by the following vote. Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling.
