He said it would be nice to have a single document to <br />download. He said it would also helpful to include a list of things that can be done by <br />right. <br /> <br /> Ms. Hamilton said it would also be helpful to have an index. She said she would <br />be more comfortable having more time to consider the guidelines, and made a motion to <br />defer approval. She said she agrees that it would be helpful to show changes that are <br />being made. <br /> <br />Mr. Schilling seconded the motion to defer. <br /> <br /> Mr. Lynch said that it would be hard to do strike-throughs since this document is <br />not in the same format as the previous one. <br /> <br />Ms. Scala said she could do a summary of the changes. <br /> <br /> Mr. Caravati said the guidelines should be looked at de novo. He said he is <br />unsure about the changes regarding the 14th/15th Street district and needs to hear from the <br />public. He said we might want to have a glossary as he does not know what a "good" <br />architect or "good" design means, and does not know what "compatible" means. He said <br />he has questions about Chapter 3 in particular. <br /> <br /> Dr. Brown said it would be helpful for Councilors to have copies of the old <br />guidelines. He said the fact that the guidelines were unanimously approved by the BAR <br />carries a lot of weight for him as they have a lot of expertise. <br /> <br /> The motion to defer for two weeks, unless more time is needed, was approved by <br />the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None. <br /> <br />RESOLUTION: AUTHORIZING PURCHASE OF PROPERTY AT 2210 NORTH <br />BERKSHIRE ROAD FROM COUNTRYWIDE MORTGAGE <br /> <br /> Mr. Tolbert said that the realtor for Countrywide Mortgage called and offered the <br />property to the City for sale for a little less than $20,000. He said he believes this is the <br />best way for the City to move forward with the drainage project. <br /> <br /> Mr. Lynch made a motion to approve the Resolution Authorizing the Purchase, <br />and Ms. Hamilton seconded the motion. <br /> <br />Mr. Brown said that the third whereas clause should say $6,000. <br /> <br /> Mr. Schilling asked how the contract changes proposed by the City Attorney can <br />be discussed since they are protected by attorney/client privilege. <br /> <br />Mr. Brown said he recommends approval subject to working out those details. <br /> <br /> Mr. Lynch said that as we discuss the disposition of this property, he feels this <br />neighborhood is one area that he is not sure needs additional development. He said <br />perhaps this could be the location for a Phase I! storm water management project, or <br />could remain open space. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Lynch said a pond could be <br />created or a settling area which would clean up the water that comes from that <br />neighborhood. <br /> <br />Ms. Hamilton said she agrees with the idea of keeping the property as open space. <br /> <br /> <br />
