He said he is okay with publishing <br />an explanation. <br /> <br /> Mr. Craig said he thinks we should be prudent and prepare for a possible move to <br />a mixed/at large School Board. He asked for authorization to look at how the boundaries <br />would be redrawn, and to develop a process and timeline. <br /> <br /> Mr. Lynch said he would like to determine whether we can move forward with an <br />at large Board. <br /> <br /> Dr. Brown said we should also determine whether we want to move to an at large <br />Board. <br /> <br /> Mr. Schilling said he would like to get counsel with specific expertise. He said <br />the law is complex and before any decisions are made he recommends that we ask what <br />our possibilities are. <br /> <br /> Mr. Lynch said he thinks that is fair, but we should not do anything until it is clear <br />the direction we are going. <br /> <br /> Ms. Hamilton said that in principle she would support moving toward with <br />clarifying language. <br /> <br /> Mr. Brown said that the initial question of whether the Board will be mixed ward <br />versus at large needs to be resolved. <br /> <br /> Dr Brown said the current system deems it important to have representatives from <br />each ward, and if the Board is elected at large would we still ensure geographic diversity. <br /> <br />Councilors said they support answering this question. <br /> <br />REPORT: FIRST AMENDMENT MONUMENT <br /> <br /> Mr. Robert O'Neil, Director of the Thomas Jefferson Center for the Protection of <br />Free Expression, explained that the completion of the First Amendment Monument was <br />postponed until October. He said that a ceremony will be held before the end of the year. <br /> <br /> Mr. Josh Wheeler, Center for the Protection of Free Expression, said that Council <br />approved the First Amendment Monument in March of 2001. He said it was always the <br />intent that the Monument serve as a focal point for the community and to spotlight the <br />role that free speech plays. He said the only thing remaining is the cutting and laying of <br />the slate. He said the large and small chalkboards and podium have been approved. He <br />said the First Amendment be etched into the slate as will a yet to be determine quote. He <br />said he welcomes Council's input on what the most appropriate quote might be. He said <br />the Center will assume responsibility for the Monument's upkeep and maintenance, and <br />said that it will be cleaned weekly.. He said that the slate will be treated with an anti- <br />graffiti material. He said there will be a contract for power washing, with response time <br />in hours should paint be applied to the Monument. <br /> <br /> Ms. Hamilton suggested a quote from John Milton. <br /> Responding to a question from Ms. Hamilton, Mr. Wheeler said that the Board of <br />Architectural Review has approved all elements of the Monument. <br /> <br />Mr. Caravati asked that the wording of the rules be circulated to Council. <br /> <br /> Mr. Wheeler said he will circulate the rules and the quote. He said that if sign <br />requirements on the mall change they are perfectly willing to change the signs to comply. <br /> <br />Mr. Lynch and Dr. Brown said they would also favor a Milton quote. <br /> <br />Dr. Brown said he looks forward to the opening ceremony. <br /> <br /> <br />
