426 <br /> <br />Dr. Brown suggested adding a representative from the Youth Commission. <br /> <br /> Mr. Lynch said he agrees with having the larger group, and suggested adding <br />someone from the Board of Quality Community Council, from the Housing Policy Task <br />Force, and from an environmental group such as the Sierra Club. <br /> <br /> Mr. Caravati suggested adding a representative from Public Housing Association <br />of Residents. <br /> <br /> Ms. Hamilton suggested having someone from an agency on aging, and suggested <br />having a school principal rather than a School Board member. <br /> <br />Mr. Tolbert suggesting having a principal in addition to a School Board member. <br /> <br /> Mr. Lynch said he thinks it would be good to have agency board members rather <br />than staff. <br /> <br />Ms. Hamilton suggested someone from an agency serving the handicapped. <br /> <br /> Councilors agreed with the suggestions presented by Mr. Tolbert and by the <br />additions suggested by Councilors for the Strategic Plan Task Force. <br /> <br />RESOLUTION: SPECIAL USE PERMIT FOR INCREASED DENSITY AT 1801 <br />LAMBETH LANE <br /> <br /> Ms. Ashley Cooper, Planning in Neighborhood Development Services, said that <br />the property is zoned R-3 and the request is for a special use permit for a reduction in the <br />current density. He said the owners would like to have the potential for a major <br />renovation and would like to come back with a proposal for future expansion. Ms. <br />Cooper said that the Planning Commission was concerned about the lack of plans for the <br />future expansion. He said that a future expansion would require an amendment to the <br />special use permit. She said that the Planning Commission recommended that the <br />application be denied. <br /> <br /> Mr. Caravati said he has a potential conflict of interest, but does not believe it will <br />affect his ability to make a fair decision. He asked if a future special use permit would be <br />considered de novo. He said that the property is within the proposed Rugby historic <br />district and asked if it would be governed by the overlay zoning in the future. <br /> <br />Ms. Cooper said it is currently listed as a non-contributing structure in the survey. <br /> <br /> Mr. Caravati said it seems that the lack of architectural material should have been <br />irrelevant to the Planning Commission. <br /> <br /> Mr. Brown said the consideration is whether the special use permit would have an <br />adverse impact on the neighborhood. He said that in the past the BAR has been <br />consulted when a property is in the design district if it was felt there could be an adverse <br />impact. <br /> <br /> Mr. Caravati asked if this would go through the BAR process in the future if is <br />in an historic district, and Mr. Brown said yes. <br /> <br /> Mr. Richard Spurzem, Neighborhood Properties, applicant, said he has developed <br />and improved hundreds of properties in Charlottesville. He read a section from the City <br />Code referring to conditions to consider in considering a special use permit. He argued <br />that his application meets every one of them. He said he is asking that Council make a <br />non-confirming property conforming. <br /> <br /> Mr. Caravati asked if it is Mr. Spurzem's intention to amend the special use <br />permit in the future. <br /> <br />Mr. Spurzem replied to the extent it is necessary, he will do whatever is required. <br /> <br /> <br />
