435 <br /> <br /> Ms. Hamilton said it is generational versus situational. <br /> <br /> Mr. Lynch said we need a better intake process to get a better sense about <br />poverty. <br /> <br /> Dr. Brown suggested that Mr. Lynch attend the next Social Services Advisory <br />Board meeting. <br /> <br /> Mr. Lynch said he would like to set a deadline to come to a decision about <br />salaries and benefits. He said health care is also a big issue, especially for retirees. <br /> <br /> Mr. O'Connell said that the Retirement Commission is considering this. <br /> <br /> It was suggested that a citizen be added to the Retirement Commission. <br /> <br /> Mr. O'Connell said that Council can direct the Retirement Commission to ask its <br />consultant to provide options. <br /> <br /> Mr. Lynch said he would like a breakdown of catastrophic claims. He asked how <br />we can get at wellness issues. <br /> <br /> Mr. O'Connell noted that the City has a more aging workforce. <br /> <br /> Mr. Lynch asked for more information on the bond issue. Mr. Lynch said he <br />would like to see more of a push on the transit development plan, especially as gas gets <br />more expensive. <br /> <br /> Mr. Schilling said that before we spend $2.5 million on gas line expansion, we <br />should determine the projected benefit. He asked what is the viability of attracting new <br />gas customers given the increasing cost of natural gas. <br /> <br /> Dr. Brown said there must be some industry related trends available. <br /> <br /> Mr. O'Connell pointed out that there will also be large increases in wastewater <br /> <br />costs. <br /> <br />Mr. Lynch suggested adding these issues to the City's legislative program. <br /> <br /> Regarding the loss of tax base due to the University of Virginia, Mr. Schilling <br />asked for information on the status of the City Manager's proposed revenue sharing <br />agreement between the City and the University. <br /> <br /> Mr. O'Connell said that the University's new medical center on West Main Street <br />will have retail on the first floor which will be taxable, but the rest will be tax exempt. <br />He said that the property is currently a parking lot so there will be little or no loss of <br />income. He said the University wants to look at this issue development by development. <br /> <br /> Dr. Brown said he thinks the University has made it clear that the vitality of the <br />City and City schools is important to them, and they are aware of how their development <br />impacts the City.
