437 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, October 17, 2005 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - October 17, 2005 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Mr. <br />Caravati) to meet in closed session for the annual performance evaluation of the City <br />Manager, as authorized by Section 2.2-371 i(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER- October 17, 2005 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Schilling said that he will bring up gas rates and their impact on our citizens <br />and cost containment and construction policies during "other business." <br /> <br />AWARDS/RECOGNITIONS: OUTGOING COMMUNICATIONS DIRECTOR; <br />DOMESTIC VIOLENCE AWARENESS MONTH <br /> <br /> Dr. Brown recognized and presented a gift to outgoing Director of <br />Communications Maurice Jones who will be joining the Miller Center. <br /> <br /> Mr. Jones thanked Dr. Brown for the gift and his kind words and said it has been <br />a pleasure and honor to serve the citizens of Charlottesville. <br /> <br />Dr. Brown proclaimed October as Domestic Violence Awareness month. <br /> <br />PUBLIC <br /> <br /> Ms. Carla Manno, 324 7 lA Street, presented a petition signed by 13 of the 15 <br />residents requested one-way street designation for their block of 7 lA Street. She said she <br />would appreciate help with the next step of the process. <br /> <br /> Ms. Laura Humbertson, 812 Valley View Circle, thanked Council for funding the <br />clinic at Crescent Hall. <br /> <br /> Mr. Stan Tatum, 1141 Locust Avenue, speaking for himself and his wife, said that <br />his children and grandchildren have been in public schools. He said stability is needed in <br />the schools, but that was not the case last year. He said he thinks the School Board <br /> <br /> <br />
