437 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, October 17, 2005 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - October 17, 2005 Council met in special session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. On motion by Mr. Lynch, seconded by Ms. Hamilton, Council voted (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Mr. Caravati) to meet in closed session for the annual performance evaluation of the City Manager, as authorized by Section 2.2-371 i(A)(1) of the Virginia Code. On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER- October 17, 2005 Council met in regular session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. ANNOUNCEMENTS Mr. Schilling said that he will bring up gas rates and their impact on our citizens and cost containment and construction policies during "other business." AWARDS/RECOGNITIONS: OUTGOING COMMUNICATIONS DIRECTOR; DOMESTIC VIOLENCE AWARENESS MONTH Dr. Brown recognized and presented a gift to outgoing Director of Communications Maurice Jones who will be joining the Miller Center. Mr. Jones thanked Dr. Brown for the gift and his kind words and said it has been a pleasure and honor to serve the citizens of Charlottesville. Dr. Brown proclaimed October as Domestic Violence Awareness month. PUBLIC Ms. Carla Manno, 324 7 lA Street, presented a petition signed by 13 of the 15 residents requested one-way street designation for their block of 7 lA Street. She said she would appreciate help with the next step of the process. Ms. Laura Humbertson, 812 Valley View Circle, thanked Council for funding the clinic at Crescent Hall. Mr. Stan Tatum, 1141 Locust Avenue, speaking for himself and his wife, said that his children and grandchildren have been in public schools. He said stability is needed in the schools, but that was not the case last year. He said he thinks the School Board
