APPROPRIATION: $2,018.88 - VML Insurance Remittance (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville has received an insurance reimbursement <br />check in the amount of $2,018.88 from the Virginia Municipal League for water damages <br />incurred at the Police Forensic Unit in City Hall. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $2,018.88 received as an insurance <br />reimbursement payment is appropriated into the Facilities Repair Fund 107, WBS P- <br />00270, for the replacement of the damaged carpet. <br /> <br />c. APPROPRIATION: $67,565.45 - Schools Maintenance (carried over) <br /> <br />ORDINANCE: "AN ORDINANCE TO REPEAL SECTIONS 15-36 <br />THROUGH 15-51, AND 15-134 OF CHAPTER 15, OF THE CHARLOTTESVILLE <br />CITY CODE, 1990, AS AMENDED, TO ELIMINATE THE REQUIREMENT OF A <br />CITY VEHICLE DECAL; TO AMEND AND RE-ENACT CHAPTER 15, ARTICLE <br />II, TO IMPOSE A LICENSE AND LICENSE FEE UPON CERTAIN MOTOR <br />VEHICLES, TRAILERS, SEMITRAILERS AND MOPEDS; AND TO AMEND <br />RELATED PROVISIONS SET FORTH WITHIN SECTIONS 15-51, 15-131, 15-149, <br />15-251, 15-271 AND 30-35 OF THE CHARLOTTESVILLE CITY CODE, AS <br />AMENDED" (2nd reading) <br /> <br />PUBLIC HEARING: VENDOR AND SIDEWALK CAFI~ AMENDMENTS <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, explained that <br />staff has been working with the Downtown Advisory Committee to review regulations <br />that pertain to vendors and cafes on the Downtown Mall. He said proposed changes <br />include: adjusting rates for vending depending on the location; assigning spaces for <br />vendors; requiring a detectable bottom on the edges of sidewalk cafes to help blind <br />persons; allowing cafes to remain during the winter; allowing cafes on sidestreets; and <br />reducing cafes over 800 square feet, which are currently grandfather, if space is <br />unavailable for other cafes. <br /> <br />Mr. Tolbert said that no action is being requested tonight. <br /> <br /> Mr. Lynch asked if there is a way to address non-use of cafd space other than <br />charging additional rent. <br /> <br /> Mr. Tolbert said the committee struggled with this issue, but felt it was better to <br />increase the rent so the space is not just used to store the furniture. <br /> <br /> Mr. Lynch suggested considering letting the market decide about the pricing for <br />cafd spaces, and having those in more desirable spaces pay more. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Douglas Mills, 3098 Waterloo Mill Lane, Elkton, a vendor on the mall, said <br />that some people like to vend part time or seasonably, and he expressed concern that <br />higher fees will discourage small vendors. He said quality vendors are an asset to the <br />community. He suggested that the City consider offering incentives to attract more <br />quality vendors. He supported the plan for designated spaces, and said most vendors will <br />be willing to pay more for a better location. <br /> <br /> <br />
