459 <br /> <br /> The rezoning was deferred by the following vote. Ayes: Dr. Brown, Mr. <br />Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />ORDINANCE: ZONING AMENDMENTS <br /> <br /> Mr. Tolbert explained that some critical sections of the ordinance were left out, so <br />it is recommended that Council move the ordinance minus Section 34-1120 (Steep <br />Slopes) until the City Attorney determines whether that section needs to go back to the <br />Planning Commission. <br /> <br /> Mr. Brown said that if this section is not removed Council would be imposing <br />rules that govern development without public input. <br /> <br /> Ms. Hamilton said she agrees that definitions are critical, but she does not see <br />why this was not covered by the public hearing. <br /> <br /> Mr. Brown said the definition was not advertised and was not subject to the public <br />hearing. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said the steep slope <br />section will be brought back to Council in early January. <br /> <br /> Mr. Tolbert said the other issue is existing lots of record. He said the City cannot <br />take away all property rights. <br /> <br /> Mr. Caravati asked what kind of impact this will have and how much gross area <br />will be affected. <br /> <br /> Mr. Tolbert said he will bring a map to show the impact, but said it is not as <br />significant as one might think. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE TO AMEND CHAPTER 34 (ZONING) OF THE CODE OF THE CITY <br />OF CHARLOTTESVILLE (1990), AS AMENDED, RELATING TO SPECIAL USE <br />PERMITS, HEIGHT RESTRICTIONS IN CERTAIN DISTRICTS, TEMPORARY <br />SIGNS, AND MISCELLANEOUS CHANGES TO THE ZONING CHAPTER," minus <br />Section 1120, was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />COUNCIL REPORTS <br /> <br /> Ms. Hamilton said that the Housing Authority was recently inspected by state <br />officials, and a federal inspection was cancelled due to positive efforts of the Housing <br />Authority. <br /> <br /> Mr. Caravati said that VHDA is becoming involved in Region Ten's project on <br />Little High Street, and he is hopeful that a very transparent process will happen. <br /> <br /> Dr. Brown said that he and Ms. Hamilton met at Blue Ridge Commons regarding <br />bus route 12 and the group came up with ideas for use of JAUNT as a shuttle. He said a <br />proposal will be coming to Council. He said transit may also be able to make other route <br />changes to help. <br /> <br /> Mr. Lynch asked if there is a chance that Albemarle County will support a bus <br />route to their County Office Building on 5th Street. <br /> <br /> Mr. Lynch said that he and Dr. Brown attended the Commonwealth <br />Transportation Board's meeting in Culpeper and found that VDOT not only had a <br />proposal to widen Route 250 east of Interstate 64 and Route 29 north of the airport, but <br /> <br /> <br />
